Seoul Welfare Standard and It’s Implication for Gwangju

본고는 서울시민복지기준과 관련된 서울지역 복지정책의 진행과정과 서울 시민복지기준의 내용을 검토하고 광주시의 시민복지기준 설정을 위한 정책에 대한 함의를 도출하기 위한 것이다. 시민복지기준은 지역별 특수성과 여건을 반영하여 시민이 누려야 할 복지의 수준을 소비자의 입장에서 선언한 것으로 서울시에서 민선 5기 동안 5개 분야의 최저기준과 적정기준, 그리고 세부사 업과 성과지표를 설정하고 점검한 과정과 내용을 검토하였다. 광주시의 정책 논의과정에서 지역형 공공부조에만 초점을 두는 협소한 관점을 벗어날 것, 사회계획보다는 풀뿌리 시민참여의 과정을 강조하고 활성화할 것, 광역정부의 복지역할을 명료화할 것이 제안되었다.

This article aims to introduce Seoul welfare standard and analyze its implication for Gwangju welfare policy formation. The Seoul welfare standard proposes a new policy vision for large cities in Korea. The standard proclaimed a drastic shift in the city government’s administrative objective toward a people-centered paradigm that enhanced quality of life and ensured equal opportunities. The Standard included 5 area –income, housing, social care, health, education –and 2 types standard–minimum standard and decent standard －. It also included 102 programs and 36 performance indicators. The standard has been established on various kinds of citizen participation. It is suggested that focusing on overall citizens’ living standard beyond public assistance area, activation citizen participation, and identifying local government’s role in construction Gwangju welfare standard.
