여성노인의 다중 차별에 관한 고찰

Exploring multiple discrimination against older women

이 논문은 여성노인이 겪는 다중차별의 실태에 대해 검토하고, 노인 차별을 해소할 수있는 방안을 모색하기 위한 것이다. 이를 위해 우선 제2장에서는 국제인권협약, 유럽인권 협약 및 유럽연합 차별금지 지침들에서 규정하고 있는 차별의 의미와 유형들을 살펴보았 다. 다음으로 제3장에서는 여성노인에 대한 차별, 특히 여성이면서 노인인 사람이 겪는 다중차별의 실태를 검토하였다. 그리고 이러한 차별이 여성노인의 노후 빈곤화에 미치는 영향을 비롯하여 여성노인이 겪는 심각한 학대의 문제를 검토하였다. 끝으로 제4장에서는 노인에 대한 차별을 해소하기 위한 방안으로, 노인에 대한 부정적 인식개선, 활동적 노화, 연령차별금지법의 제정, 국가 간 협력 증진과 공론의 장 마련, 노인 관련 NGO 역량 강화 지원을 제시하였다.

The purpose of this paper is to examine current condition of multiple discrimination against older women and explore the measure to resolve the aged discrimination. First, the definition and types of discrimination are discussed focused on the guidelines of the international convention on human rights, Europe Convention on Human Rights, and European Union non-discrimination directives. Second, realities of the multiple discrimination of older women are studied that includes the poverty of older women caused by the discrimination and severity of the abuse of older women. Finally, in order to resolve these discrimination problem, this paper proposes a number of suggestions : change negative perception on older women, a policy framework for Active Ageing, Enactment of act on ban of age discrimination, forum to enhance cooperation among states and public discussion, support capacity of NGOs on older persons.
