The purpose of this paper is to establish distributivity as a significant linguistic phenomenon, and discuss some fundamental issues in building a theory of distributivity. It is pointed out that some major theories of quantification that are much relevant to the issues at hand are not quite appropriate as a comprehensive theory of distributivity. When one tries to extend those theories to cover the forced cases of distributivity involving expressions like each, apiece, it is found that there are certain non-trivial limitations to the current theories. As an alternative, a relational theory of distributivity proposed in Choe(1987) is introduced and defended. A comparison is made between theories of anaphora and those of distributivity to argue for a relational view of distributivity.
