An Analysis on Main Inhibitors of Management and Operational Aspects for the Activation of School Arboretum

The purpose of this study was to find out the internal and external main inhibitors in management and operation for activation of school arboretum by using Delphi Hierarchy Process(DHP). 15 experts participated in Delphi 3 round. And the Analytic Hierarchy Process(AHP) was used in order to identify the factors. The results of survey were selected by the Delphi. They were the seven factors including lack of interest(officials and managers), lack of professional managers, introvert and closed and passive posture in internal main inhibitors and three factors including lack of support and operating budget, deficient of inadequate institutions and support measures in external main inhibitors. The relative importance and priority were analyzed into Internal inhibitors(0.797) in Upper level(level 1), lack of interest of officials and managers(0.278) of Internal inhibitors and lack of support and operating budget(0.549) of external inhibitors in Lower level(level 2). Accordingly, school arboretum should be active with internal and external efforts including active interest of officials and managers and financial support, improvement of related policies.
