자원봉사정책의 한국적 모형에 관한 연구

The Study on Korean Model of Volunteer Policy

본 논문은 자원봉사정책의 한국적 모형 탐색 및 구축에 관한 연구이다. 자원봉사정책의 순수하고 완벽한 모형은 나라마다 다를 수 있다는 점에서, 이러한 시도는 의미가 있다고 본다. 본 연구는 다음과 같은 순서로 논의를 전개하였다. 첫째, 자원봉사정책의 한국적 모형을 구축하기 위하여 민관협력과 통합의 개념을 원용하였고 또한 논의의 준거의 틀을 마련하였다. 둘째, 준거의 틀에 따라 상황적 특성, 구조적 특성, 그리고 체제적 특성을 중심으로 영국, 미국, 일본의 자원봉사 인프라와 민관협력의 사상들을 비교 정리하여 보았다. 셋째, 우리나라 자원봉사 인프라의 강점을 자원봉사활동기본법, 국가기본계획, 전국자원봉사단체협의회, 전국자원봉사센터 및 중앙부처 지원 측면에서 살펴보았으며, 한국자원봉사정책의 수행과정에 자원봉사 관련 법령의 중복과 분산, 정부 조정기능의 한계, 지방자치단체장에 의한 센터의 관변화 및 정치화, 그리고 국가기본계획과 정부정책 간의 괴리 등의 과제가 있음을 지적하였다. 끝으로 자원봉사정책의 한국적 모형 구축을 위한 방안들을 모색해 보았다. 주요 방안으로서 총리실 자원봉사진흥위원회의 상설화, 자원봉사진흥원의 설립, 한국자원봉사협의회의 위상정립과 발전적 개편, 자원봉사센터의 역할 재정립, 한국자원봉사센터 중앙회의 역할 재정립, 초ㆍ중등학교의 자원봉사 체험학습의 실시, 자원봉사정책의 협력적 자세 등을 제시하였다.

This article is research for finding and building a Korean model for volunteering policy. This attempt is meaningful in that a pure and perfect model for the volunteering policy could vary from country to country. Our discussion has developed in the following order. First, to build a Korean volunteering policy, we claimed the concept of public-private partnership and integration also provides the frame of reference for the discussion. Second, based on situational, structural and systemic features according to the frame of reference we compared infrastructure and the concepts of public-private partnership among Britain, America and Japan. Third, we examined the advantage of Korea s volunteer infrastructure in based on the Framework Act on Volunteer Service Activities, National Master Plan, Nation Council for Voluntary Organizations, Nation Volunteer Center and Central Office Group. We then indicated as follows: Overlap and dispersion of volunteer related laws in process of performing volunteering policies, Limit of Government s adjustment, Volunteer Center s politicalization by the chief of local government. Finally we sought some plans to build Korean model for volunteering policy. We suggest some basic alternatives as follows: Establishing the Volunteer Development Committee and make it a permanent commission in the Prime Minister s office, Correcting the status and redesigning of Volunteering Korea, Reestablishment of Volunteer Center and Korea Federation of Volunteer Center, Implementation of Service Learning at Elementary, Middle and High Schools
