Bill Gates of Microsoft pointed out Korea s astonishing improvements in the IT industry, that were led by major policy initiatives to promote the widespread use of Internet-based services over the past years, at the World Economic Forum. However, there are many arguments that the policies of the Korean government can promote the e-business environment and market conditions in legal and infrastructure terms, but not much regarding business applications. Based on this issue, the paper suggests that in considering the limits of e-business promotion policies up until now, the government should change its role to that of enhancing the marketability or governance of the policies. The purpose of this paper is to differentiate the success factors of e-business between IT infrastructure or systems and its governance to promote global e-trade. This paper concludes that there are missing links, both in systems and policies, and thus it is the point of turning this success in IT infrastructure into the real business of e-trade. In this paper, we pointed out the misleading direction of these turning policies in regards to the issues of consultocracy. To solve this consultocracy, the functional paradigm of the policies should be immerged by facilitators, collaborators and web-service provider metamediaries.
