지적통계 프레임워크 기반의 신규 지적통계 지표 개발 및 시뮬레이션을 통한 검증에 관한 연구

A Study of Development and Simulation of new Cadastral Statistics Indicator based on Cadastral Statistics Framework

본 연구는 부동산종합공부시스템에 포함된 다양한 공간정보를 활용하여 새로운 지적통계 지표를 개발하기 위하여 수행된 것으로, 선행연구와 관련 법령 등을 검토하여 지적통계를 정의하고, 지적통계 개발을 위한 프레임워크를 작성하였으며, 프레임워크에 적합한 지적통계 지표 개발 방향과 기준을 설정하였다. 다음 단계에서는 작성된 프레임워크와 지표 개발 방향, 기준 등에 따라 부동산종합공부시스템을 통해 관리되는 다양한 공간정보를 활용하여 신규 개발이 가능한 지적 통계 지표 304종을 작성하였다. 작성된 304종의 지적통계 지표의 타당성을 점검하기 위해 우선 시뮬레이션을 통해 표본 통계를 작성하였으며, 작성된 표본 통계에 대해 통계로서의 충실성과 유용성을 점검하였다. 충실성 및 유용성 점검결과를 근거로 304종의 지적통계 지표에 대한 통계로서의 적합성을 판단한 결과 신규 지적통계지표로 개발이 적합한 통계는 현황(stock)통계 6종과 변동(flow)통계 2종인 것으로 나타났다. 도출된 8종 통계지표에 대하여 선행연구와 관련 전문가의 의견, 프레임워크 등을 감안하여 개발용이성과 개발 타당성을 분석한 결과 다음과 같은 토지이용현황통계, 개별공시지가수준통계, 토지이동통계, 지적공부등본열람통계의 신규 지적통계 지표를 개발하는 것이 필요한 것으로 판단되었으므로, 이들 통계 지표를 개발하는 구체적인 방법론을 제안하였다.

The purpose of this study is to develop new index of cadastral statistics with the use of a variety of spatial information included in Korea Real Estate Administration Intelligence System. Previous studies and relevant laws were reviewed to define cadastral statistics and come up with the framework of cadastral statistics development. In addition, this study established the development direction and criteria of cadastral statistics index fitting the framework. And then, according to the framework, the index development direction, and the criteria, a variety of spatial information managed by Korea Real Estate Administration Intelligence System was applied to compile 304 types of cadastral statistics index for new development. To review the validation of 304 types of cadastral statistics index, this researcher made sample statistics in simulation. For statistics of the sample statistics, its faithfulness and usefulness were reviewed. Based on the review result, fitness of the 304 types of cadastral statistics index was analyzed. As result, As the statistics which can be developed as new cadastral statistics index, there were six types of stock statistics and two types of flow statistics. Regarding the drawn eight types of statistics index, their development usefulness and development validity were analyzed in consideration of relevant works, opinions of relevant experts, and framework. As a result, it is necessary to develop the below Statistics of land use, Statistics of publicly notified individual land price, Statistics of land move, Statistics of cadastral register opening types of new cadastral statistics index. Therefore, this study proposed a methodology of developing these types of statistics index.
