도시재생사업 이해관계자의 영향력 분석에 관한 연구

A Study on the Influence Analysis of Stakeholders in Urban Regeneration Project:

본 연구의 주요 목적은 도시재생사업 이해관계자 네트워크를 구축하여 이들의 영향관계를 파악하고 주민들의 참여의식을 고취할 수 있는 도시재생지원기구의 새로운 역할을 제시하는 것이었다. 이러한 목적을 달성하기 위하여 본 연구는 국내에서 도시재생사업을 진행하고 있는 사업지구 단위별로 도시재생 지원조직을 갖추고 있는 수원시를 대상으로 실시하였으며, 도시재생사업과 도시재생사업의 이해관계자, 소셜 네트워크 분석에 관한 이론과 선행연구를 검토하였고 이를 토대로 2개의 연구질문을 도출하였다. 이러한 연구질문에 대한 답을 구하기 위해 본 연구는 수원시 도시재생사업 이해관계자 네트워크를 구축하여 중심성 분석과 커뮤니티 검출을 실시하였다. 중심성 분석결과 네트워크에서 가장 많은 영향력을 행사하고 있는 이해관계자는 법에 근거한 도시재생 지원기구이기도 한 국토연구원이었다. 커뮤니티 검출결과 모듈성 값은 0.048로 나타나 비교적 약한 커뮤니티 구조를 가지고 있었으나, 이를 기준으로 필터링하여 네트워크가 2개의 커뮤니티로 구성되어있다는 것을 파악할 수 있었다. 가장 영향력이 큰 커뮤니티는 커뮤니티 1로 전체 네트워크의 59.46%를 차지하였으며, 대부분 수원시 지역 내 이해관계자들로 구성되어 있었다. 연구결과 도시재생사업 중간지원조직인 지원기구는 지역주민의 권한과 자율성 확대를 위해 사업지구 단위별 담당 전문가가 필요하며, 이들 전문가의 라이선스 제도를 비롯한 정기적 교육과 재교육, 운영 등을 위해 중추적인 역할을 수행해야 할 것이다.

The primary purpose of this research was to establish a network of stakeholders in the urban regeneration project, to identify the relationship between them, and to suggest a new role for the intermediary support organization that can inspire the residents participation consciousness. This study was conducted in Suwon City, which has a urban regeneration support organization for each business district. Literature review on stakeholders, urban regeneration, and social network analysis was carried out. And two research questions were derived based on the results of the literature review. To find answers to these research questions, we constructed a network of stakeholders in Suwon City Urban Regeneration Project and conducted centrality analysis and community detection. As a result of the centrality analysis, the stakeholders who have the most influence in the network turned out to be the Korea Research Institute for Human Settlements which is also an interim support organization for urban regeneration based on the law. The modularity value of the stakeholder s network was 0.048, which indicates that the network is composed of two communities. The most influential community was Community 1, accounting for 59.46% of the total network, mostly comprised of stakeholders in Suwon. As a result of the research, the support organizations, which are intermediate support organizations for urban regeneration project, need experts in charge of each unit of business district to expend the authority and autonomy of local residents and will have to play a pivotal role in regular education, re-education and operation, including the license system of these experts.
