국가는 강도 떼인가 필요악인가

Is the State a Band of Brigands or Necessary Evil? - Augustine’s Theory of Nation in His Civitate Dei

필자는 본 연구에서 아우구스티누스의 『신국론』에 나타난 국가론을 고찰하였다. 이를 위해 본 연구는 자료층을 『초판 신국론』(1~3권), 『중판신국론』(4~5권), 『최종판 신국론』(19권) 등 세 가지로 구분하여 통시적으로 접근하였다. 이런 방법론은 종래 국내 및 해외 연구와는 전혀 다른 독자적인 접근법이다. 『초판 신국론』(1~3권)에서 아우구스티누스는 로마의 역사를 해부하며 로마인들의 야만성을 강도 떼보다 더 사악하게 묘사한다. 『중판 신국론』의 4권은 앗시리아와 로마를 강도 떼로 낙인찍는다. 『중판 신국론』의 5권에서 로마인들의 덕을 칭찬하는 측면도 있지만, 로마인들의 덕성이란 근본적으로 악덕에 불과하다. 아우구스티누스는 『최종판 신국론』 19권에서 정치 질서를 사람이 사람을 지배하는 불의한 평화로 규정한다. 불의한 평화는 인간의 욕망과 갈등이 자기 파멸에 이르지 않도록 조절해 주는 역할을 담당하기 때문에 필요악이다. 다시 말해, 국가는 필요악이다. 국가를 필요악으로 규정하는 아우구스티누스의 국가론은 창세기 1장 26절에 대한 해석을 출발점으로 삼고 있다.

In this study I tried to examine St Augustine’s theory of nation in his book City of God. For this purpose I distinguished three chronological layers of the book according to suggestions found in Augustine’s own writing (V.26.2): First, books I-III, Second, books IV-V, and finally book XIX. The methodology that I use in this article is unprecedented in the history of the study of Augustinian political ideas. In his first edition, Book I-III, Augustine, analysing the Roman history, describes the brutality of Roman people as more pernicious than a band of brigands. The fourth Book of the second edition brands the Assyrians and the Romans as a band of brigands. Through the Book V, Augustine praises in some extent the virtues of the Roman people, but their civil virtues are fundamentally vices. In the nineteenth book of the latest edition he defines the political order as an unjust peace because of its rule of man over man. Neverthless, the unjust peace is a necessary evil in that it controls human desires and conflicts not allowing them to end in self-destruction. In other words, coercive government is a necessary evil. This aspect of Augustine’s thought uses his interpretation of Gen. 1.26 as its starting point.
