기독교 도시빈민공동체운동의 현황과 미래적 과제에 대한 연구

A Study on the Urban Christian Community of the Poor from the Perspective of Christian Ethics

신자유주의 경제체제와 지구화가 진행되면서 빈곤문제가 다시금 우리 사회의 중요한 사회이슈가 되고 있다. 한국 교회는 선교 초기부터 가난한 자들의 교회였으며, 가난한 자들을 위한 교회였다. 하지만 경제성장과 교회성장의 시기를 지나면서 가난과 먼 교회가 되었다. 이같은 비판적 상황인식에서 출발한이 연구는 빈곤문제를 빈민선교와 지역공동체운동의 관점에서 다룬다. 우리나라 기독교 도시빈민공동체운동은 크게 다섯 가지 유형으로 분류할 수 있다. 첫째, 행려자를 위한 무료급식소인 밥상공동체로서 다일공동체가 대표적이다. 둘째, 노숙인을 위한 쉼터인데 원주밥상공동체를 예로 들 수 있다. 셋째, 이주노동자의 권익향상과 지역사회로의 통합을 위한 이주노동자센터로서 안산이주민센터가 잘 알려져 있다. 넷째, 빈곤아동의 보육을 위한 공부방 운동인데 많은 교회가 지역아동센터를 운영하고 있다. 마지막으로, 노숙인이나 빈민을 위한 인문학강좌로 최초의 시도인 성프란시스대학이 대표적이다. 이처럼 다양한 형태의 빈민공동체운동들은 그 대상과 사업내용에 따라 각기 다양한 형태로 진행되고 있으나 복음에 기초한 가난의 극복과 가난한 사람들의 공동체형성이라는 점에서 공통점을 지닌다. 이러한 노력들이 빈곤문제 해결을 통해 지역사회에 공헌하고 교회의 사회적, 선교적 역할을 다하려면 우선 신학이론적 토대가 확고해야 한다. 여기에는 사회선교로서 빈민선교의 이해, 가난의 신학과 영성에 대한 이해, 그리고 공동체에 대한 신학적 이해가 요청된다. 다음으로, 기독교 도시빈민공동체운동 과정에서 생겨나는 현실적 문제들을 해결하기 위해 실천적 과제 해결이 필요하다. 여기에는 첫째, 교회의 긍휼(구제)사역의 방법론의 재고, 둘째, 에큐메니칼 정신과 네트워킹 능력 함양, 그리고 공동체 구성원 사이의 참여의 리더십이 포함된다.

The problem of the poor has become the most hottest issue in our contemporary society. This paper is to investigate how the Korean church should respond to this issue of poverty in terms of Christian community movement of the poor. In this paper we investigate the idea, history, and the working of the five well known Christian community movements of the poor: the Dail community of the free meal service, the Wonju Bapsang community of the homeless shelter service, the Ansan immigrant center for the migrant workers and multi-cultural families, the local children’s center, and the humanities lecture program of the St. Francis University. For the development of the Christian poor-communities, it is important to have a solid theological foundation and solve the practical problems. In general, the Christian poor-communities are grounded on the basis of mission theology as the theology for the poor and of the poor, the spiritual theology of the poverty, and the community theology. In this paper, I will present the practical tasks of the Christian poor-communities in Korea are suggested in three ways. Firstly, it is necessary to develop the ministry of social service which harmonize the personal and institutional service, and the voluntarism and professionalism. Secondly, we should be more open toward other local communities and the local government by way of networking. Lastly, it is necessary to create a participative leadership by the poor to solve the conflicts among the community members.
