정의로운 평화와 “민에 의한 통일”

Just Peace and “Reunification by the Minjung” - On the Theory of Reunification in Byung Mu Ahn

본 논문에서 나는 1) 심원(心園) 안병무(安炳茂) 선생이 민중신학적 관점에서 논한 정의와 평화의 관계를 규명했고, 2) 분단된 한반도 현실에서 정의와 평화를 실현하기 위해 그가 제시한“민에 의한 통일”의 구상을 분석했다. 정의와 평화의 관계와 관련해서, 심원은 정의가 무엇인가를 바르게 물을 수 있는 자리를 찾았고, 그 자리가 민중의 자리임을 확신했다. 민중을 억압하고 수탈하고 주변화하는 기득권 구조를 해체하고 민중을 해방하지 않고서는 정의를 말할 수 없고, 정의가 실현되지 않는 곳에서 평화를 운위할 수 없다는 것이다. 한마디로, 심원은 정의에 근거한 평화를 말한 것이다. 정의에 근거한 평화의 비전으로부터 공동체 형성과 관련된 세 가지 원칙을 이끌어낼 수 있는데, 민중이 주체가 되는 민주주의의 원칙, 공공성을 위한 소유권 주장의 제한의 원칙, 평화의 수단으로서의 전쟁에 대한 단호한 거부의 원칙이 그것이다. “민에 의한 통일”의 구상에서 심원은 정의에 대한 염원을 갖고 기득권의 해체를 위해 투쟁하는 민중이 통일의 주체가 되어야 한다는 것을 분명하게 밝혔다. 그러한 민중이 주체가 되어 전개하는 통일 운동에서는 분단 상황을 극복하기 위한 운동과 통일을 성취하기 위한 운동이 서로 단계를 달리하면서도 일관성 있게 결합되어야 한다. 심원이 말하는 “민에 의한 통일”의 운동은 다섯 가지 원칙들을 담고 있는데, 그 원칙들은 오늘의 상황에서도 여전히 유효하다고 본다. 1) 분단의 극복과 통일의 성취가 전쟁 배제의 원칙에 따라 이루어져야 한다는 원칙, 2) 민중이 분단 극복과 통일 성취 과정을 주도하여야 한다는 원칙, 3) 민중의 관점에서 분단체제를 전향적으로 해체하여야 한다는 원칙, 4) 민주주의, 공공성을 위한 소유권 주장의 제한, 민중의 실질적 권력 통제 등의 내용을 담는 통일공동체의 청사진(통일헌법)을 민중 주도로 마련해야 한다는 원칙이 그것이다.

In the article I have investigated 1) the relationship of justice and peace in the Minjung theology of Ahn Byung Mu and then analyzed 2) his proposal of “reunification by the Minjung”to achieve justice and peace in the divided Korean peninsula. As for the relationship of justice and peace, Ahn searched for the place to ask properly what justice is, and convinced that it is the place of the Minjung. Where the Minjung are not liberated from the existing structures in which they are oppressed, exploited and marginalized, there is no justice. Without justice it is impossible to speak of peace. In a word, Ahn argued a peace based on justice. In his conception on the peace based on justice he put emphasis on three following principles: democracy initiated by the Minjung, restriction of property for the sake of the public integrity, decisive rejection of war as means of peace. In his proposal of “reunification by the Minjung” Ahn made clear that the reunification process should be initiated by the Minjung who struggle for dismantling the privileged structures and promoting the justice in Korean society. In their reunification movements Ahn distinguished the movement to overcome the national division from the movement to achieve the reunification, but these two movements must consistent with each other. His proposal of “reunification by the Minjung” contains the following four principles: 1)the principle that war should be decisively rejected of war in the process to overcome the division and to achieve the reunification, 2) the principle that the Minjung should initiate the process to overcome the division and to achieve the reunification, 3) the principle that the system fixing and reinforcing the national division should be dismantled prospectively in terms of the Minjung, and 4) the principle that Minjung-initiated democracy, restriction of property for the sake of the public integrity, people’s actual control of the power etc. should be settled in the blue
