A Case Study on the Educational Development Plan Established by a Korean Local Government

이 연구는 울도군 교육의 현주소를 종합적으로 진단하고, 울도군의 교육적 요구 및 정책에 관한 지역여론을 수렴하여, 울도군 교육발전을 선도할 종합적인 장기 교육발전 계획을 수립·제시하는 과정을 분석하는 데 그 목적이 있다. 울도군 교육발전을 위해 3대 목표를 설정하고, 3대 목표별 4가지 교육 발전과제 및 발전과제별 세부 추진과제를 제시하였다. 제시된 발전과제와 세부 추진과제는 울도군민들을 대상으로 한 공청회와 토론회를 통하여 최종 확정하였다. 울도군 교육발전 계획 수립과정 분석을 토대로 다음과 같은 제언을 하였다: 첫째, 울도군의 교육발전을 위한 교육지원사업을 지속적으로 확대해야 한다. 둘째, 울도군 교육발전 추진과제의 우선순위 설정 및 시행계획 수립이 필요하다. 셋째, 지역사회의 총체적인 교육발전 의지와 노력이 필요하다. 넷째, 교육발전을 위한 단위학교·기관의 자구노력이 중요하다. 다섯째, 울도군 교육발전 계획의 주기적 수정·보완이 필요하다.

This article is a case study on the devising process of educational development plan established by a Korean local government. In order to accomplish the purpose of this study, review of the related literatures and previous studies concerning educational development plan, survey and public hearings were conducted. Based on the analysis and discussion, the conclusion and further suggestions of this study are as follows: First, support projects for educational development of Uldo-gun should be continued and expanded. Second, establishing enforcement plan and setting priorities of tasks for educational development is required. Third, total effort and volition of community for educational development is required. Fourth, self-effort of individual school and institution for educational development is important. Fifth, educational development plan of Uldo-gun should be amended and supplemented periodically.
