블록체인 기술의 활용 범위에 관한 비판적 고찰

A Critical Analysis on Application of Blockchain Technology

기존 국내 블록체인에 관한 논의는, 블록체인이 적용되는 구체적인 상황을 가리지 않고 블록체인 기술의 도입 이익을 강조하며 규제 완화를 주장하는 경향이 있다. 그러나 블록체인의 도입 이익은 서비스의 구조나 경쟁 서비스의 존부에 따라 상이하므로, 어떠한 조건 하에서 블록체인 기술을 적용하여 이익을 얻을 수 있을지를 세밀한 검토가 필요하다. 본 연구의 인센티브 구조 분석에 따르면, 이미 특정 서비스 제공자(독점적 또는 경쟁적)가 존재하는 환경하에서는 블록체인 기술을 도입할 인센티브가 일반적으로 크지 않고, 블록체인 기반 서비스가 종래의 서비스를 대체하기도 쉽지 않을 것으로 전망된다. 이와 달리, 기존에 동일, 유사한 서비스 제공자가 존재하지 않는 환경 하에서는, 기존의 기술상 또는 법적 규제 상 제약으로 인하여 정보 교환 네트워크 형성이 불가능했던 조건 하에서도, 블록체인 기술을 이용하여 새로운 상위 차원(meta) 네트워크를 형성함으로써 거래비용을 절감하고 생산성을 높일 수 있는 상당한 잠재력이 있는 것으로 분석된다. 향후 블록체인 기술의 적용 가능성을 분석하는 연구자는 본 연구의 인센티브 구조 분석을 일응의 참고 기준으로 삼을 수 있을 것으로 기대된다.

The current discussion on the Blockchain focuses on the benefits that can be gained from the adoption of the blockchain technologies and further suggests the deregulation of relevant restrictions applicable thereto, regardless of specific domain for application. However, the benefits of adopting blockchain technologies may vary depending on the structure of relevant services or existence of competing services. Therefore, it is necessary to conduct a careful examination on the benefit of adopting blockchain technologies. According to the incentive structure analyzed by this paper, if there exist certain service providers (either a monopolist or several competing providers), the incentive for adopting blockchain technologies is not deemed to be high and thus it would not be easy that a blockchain-based service would substitute the existing service. Contrarily, if there does not exist any service provider for any information storage or exchange, the blockchain technology provides a new opportunity for reducing transaction costs and increasing productivity by establishing a new meta-network, which was not feasible due to the traditional technical or regulatory restrictions. The researchers considering the application for blockchain technologies may find this paper useful concerning this incentive structure.
