단군 영정의 표준화 문제에 대한 시론(試論)

A Study on the Standardization Problem of Dangun s Portrait

정부표준영정(政府標準影幀)은 한국의 역사에 등장하는 인물 중에서 민족적으로 추앙받고 있는 선현들의 영정 난립을 방지하기 위해 대한민국 문화체육관광부 장관이 지정한 영정을 말한다. 모든 정부표준영정은 대한민국 문화체육관광부 훈령으로 지정된 ‘영정·동상 심의 규정’에 따른 심의 절차에 따라 지정되거나 해제 된다. 1973년 4월 28일 박정희 대통령이 윤주영 문화공보부 장관에게 전국 각지에 있는 충무공 이순신 영정을 통일하고 충무공 이순신 동상 건립을 규제하는 방안을 전문가와 협의하라 고 지시하면서 제정되었다. 문제는 최초의 표준영정인 이순신 장군의 영정부터 시작하여 그 이후 지정된 표준영정들이 본래의 취지에 맞지 않게 수많은 논란에 휩싸여 있다는 점이다. 오히려 표준의 지정으로 인해 합일된 국민의 공감대 형성이 아닌 혼란만을 일으키고 있다. 그러므로 표준영정에 대한 재고가 필요한 시점이다. 이 연구에서는 표준영정을 둘러싼 갈등들을 살펴보고 그 갈등 가운데 하나인 단군 표준영정의 문제를 집중적으로 다루고 있다. 이 연구는 단군 표준영정에 대한 현존하는 문제와 그 방향을 제시하는 수준에 그치기 때문에 문제를 매듭짓는 것이 아닌 문제를 제기하는 성격의 연구이다. 가장 간단한 것이 진리에 가깝다는 옥캄의 말을 빌려 기존 단군 표준영정을 둘러싼 문제들을 살펴보고 그 해결의 실마리를 제시하고자 한다.

This study is about a government standard. A government standard-bearer is the national standard for the portrait of a ethnically respected person. All government standard awards will be selected or canceled in accordance with the procedures set by the Ministry of Culture, Sports and Tourism. On April 28, 1973, President Park Chung-hee instructed Culture and Information Minister Yoon Joo-young to consult with experts on how to unify the Chungmu Gong Yi Sun-shin portrait and regulate the construction of the Chungmu Gong Yi Sun-sin statue in various parts of the country. The problem is that the designated standard-bearers have been embroiled in numerous disputes since then, starting with the portrait of Admiral Yi Sun-shin, the first standard-bearer. Rather, the designation of standards is causing confusion, not creating united public consensus. Therefore, it is time to reconsider the standard process. The study examines the conflicts surrounding the standard military and focuses on the issue of the Dangun standard-period, one of the conflicts. This study is not about closing a problem but about the nature of the problem because it only presents the existing problem and its direction. Using Okam s comment that the simplest is closer to the truth, I would like to examine the problems surrounding the existing standard military regime and give a clue to the solution
