외국인 대상의 경찰활동과 인식에 관한 연구

A Study on Policing and Perception for Foreigners

경찰활동의 대상은 시민이다. 이러한 대상은 변화하고 있는 인구 환경을 고려할 때, 더 이상 내국인만으로 한정하기에는 무리가 있다. 이 연구는 외국인에 대한 경찰공무원의 일반적인 인식과 외국인범죄에 대한 경찰활동의 인식을 논의하였다. 연구방법은 1차적으로는 경찰공무원을 대상으로 심층면접을 실시하였고, 2차적으로 실증분석을 실시하였다. 심층면접의 분석결과, 외국인의 범죄예방의 필요성, 외국인과 시민의 갈등 위험성, 신뢰형성에 대한 중요사항이 도출되었다. 실증 분석결과, 관할 구역을 중심으로 한 외국인의 인식은 대부분 부정적으로 나타났다. 외국인범죄와 관련된 경찰활동에 대한 경찰공무원의 인식은 다양하게 나타났다. 분석결과를 토대로 한 제언은 다음과 같다. 첫째, 경찰공무원을 대상으로 한 외국인의 인식 개선 프로그램이 필요하다. 둘째, 지역사회 내의 외국인 안전 대책이 마련되어야 한다. 셋째, 외국인범죄 예방 교육의 다양한 접근 방식이 필요하다. 넷째, 외국인 및 관련기관의 적극적 인 참여 기회의 확대가 필요하다.

The object of the police activity is the citizen. Considering the changing population environment, it is unreasonable to limit this subject to the native. This study discussed the general perception of police officers for foreigners and the perception of police activities on foreigners crimes. First, in - depth interviews were conducted with police officers, and secondly, empirical analysis was conducted. As a result of the in - depth interview analysis, it was found that the necessity of crime prevention for foreigners, the risk of conflict between foreigners and citizens, and the importance of trust formation were derived. As a result of the empirical analysis, most of the foreigner s perception about the jurisdiction was negative. The perception of police activities related to foreigners crimes has been presented in various ways. The proposal based on the analysis result is as follows. First, police officers need a program to improve awareness of foreigners. Second, a countermeasure for the safety of foreigners should be prepared in the community. Third, crime prevention education for foreigners is needed in various ways. Fourth, it is necessary to expand active participation by foreigners and related organizations.
