귀농인의 정주만족도 영향요인에 관한 연구

A Study on Determinants Influencing Residential Settlement Satisfaction of the Returning Farmers - Focused on Gyeongsangbukdo

최근 베이비붐 세대 은퇴, 도시 내 일자리 부족, 경기침체 등으로 귀농현상이 증가하고 있다. 농촌지역은 귀농인의 지속적인 유입으로 다양한 주민공동체가 발생하고 있으며, 새로운 문화가 형성되고 있다. 이러한 현상은 지역사회를 변화시키는 데 주요 원인으로 나타나고 있으며 귀농인의 성공적인 정착을 위한 연구가 필요한 시점이다. 본 연구는 경상북도 귀농인을 중심으로 인적 특성, 경제적 특성, 주거환경 특성, 이주 특성, 정책적 특성을 반영하여 정주만족도 영향요인을 실증 분석하였다. 분석결과는 귀농인의 자연환경에 대한 인식, 이웃과의 관계에 대한 인식, 커뮤니티 활동에 대한 인식, 소득총액 등이 정주만족도를 상승시키는 데 주요 영향요인으로 나타났다. 귀농인의 정주만족도에 대한 정책적 시사점은 다음과 같다. 첫째, 자연환경에 대한 인식은 농촌 이미지 제고를 위하여 무분별한 난개발을 방지하고, 자연 그대로의 모습을 보존해야 한다. 둘째, 이웃과의 관계와 커뮤니티 활동에 대한 인식은 귀농인의 자발적인 참여를 유도할 수 있도록 마을공동체 지원 및 원주민과의 교류프로그램을 신설하여 소통을 확대할 필요가 있다. 셋째, 귀농인의 금전적 지원은 경제적 상황 및 영농형태 등을 구분하여 보다 실효성이 높은 지원정책을 수립해야 한다.

Recently, the number of people returning to farming is increasing due to retirement of baby boomers, lack of jobs and the economic recession. A diverse community of residents is being formed in rural areas due to the continued influx of returning farmers, and the new culture is being formed. This phenomenon is seen as a major cause of community change. The detailed research is needed to ensure successful settlement of returning farmers. This study was empirically analyzed influence factors of residential settlement satisfaction by reflecting human, economic, residential environment, migration, and policy characteristics focused on returning farmers in Gyeongsangbukdo. The analysis results showed that awareness of natural environment, awareness of relationship with their neighbors, awareness of community activities, and total income are main factors that contribute to increase in residential settlement satisfaction. The policy implications for residential settlement satisfaction of returning farmers are as follows. The first, awareness of natural environment should prevent reckless development in order to enhance the rural image and preserve original appearance. The second, awareness of relationships with neighbors and community activities needs to expand communication by establishing exchange programs with the natives and supporting the community and supporting the local community in order to induce voluntary participation by the returning farmers.
