지방의회 발전과제로서 전문위원 역량 강화 방안 연구

Research on Strengthening the Capacity of Expert Committees as a Development Task of Local Councils: Focusing on the Seoul Metropolitan Borough Council

지방의원의 전문성 강화를 위해서는 이를 지원하는 전문위원 제도의 내실화가 필요하다. 지방의회 전문위원의 기본 역량은 조례·규칙 제·개정, 예·결산 심의 등에 대한 검토보고서를 작성하는 역량이다. 현재 의원을 실질적으로 지원하고 의안의 처리 절차에도 포함되어 있는 전문위원의 검토보고에 관한 연구가 부족한 상황이다. 본 연구는 기초의회 중 서울시 25개 자치구의회를 중심으로 전문위원 검토보고서를 분석 한결과 ‘기본 검토사항을 준수하지 않은 검토의견’과 ‘단체장 의견 중심으로 작성된 검토의견’이 대부분인 것으로 나타났다. 반면 ‘자료 및 사례를 제공한 검토의견’과 ‘문제점 분석 및 대안을 제시한 검토의견’ 등은 낮은 수준이다. 현재 전문위원제가 제도적으로 미비한 상황 속에서 전문 위원의 검토보고서 개선은 지방의원의 전문성을 강화하는 현실적인 방안이 될 수 있을 것이다.

It is a time when it is necessary to improve the expert committee system to support the capacity of the local councilors. The basic competence of local council specialists can be said to be the ability to prepare a review report to in of ordinances, and in deliberation on budget. Currently, there is a lack of research on expert review reports, which substantially support the local councilors. This study analyzes the review reports of expert committee 25 borough councils in Seoul. Most of the review report of the expert committee members is composed of Review comments that do not comply with the basic review items and Review comments based on the opinions of head of local government . In the situation that the expert committee system is insufficient, the improvement of the review report of the expert committee can be a practical way to strengthen the expertise of the local councilor.
