간도의 영토화 방향에 관한 연구

A Study on the Reterritorialization of Gando

본 연구의 목적은 지금 당장 우리가 잃어버린 땅 간도를 되찾을 수 없을지라도 간도가 엄연한 우리의 고토라는 사실을 천명하고, 언젠가 영토화를 위한 여건이 성숙되었을 때에 후세대가 되찾을 있도록 간도에 대한 영토화 방향을 제시하는 데 있다. 이상과 같은 연구 목적을 효율적으로 달성하기 위해 연구대상을 간도로 한정하였다. 본 연구의 시간적 범위는 조선과 청나라가 처음으로 국경을 설정한 1627년부터 2013년 현재까지로 하고, 공간적 범위는 간도지역으로 하며, 내용적 범위는 간도의 영토화에 대한 이론적 토대를 마련하고, 간도의 영토화를 위한 실태를 조사·분석하며, 이를 근거로 하여 간도의 영토화를 위한 방향을 제시하는 것으로 한정하고자 한다. 본 연구의 접근방법은 역사적 접근방법을 토대로 행정적 접근방법과 생태적 접근방법, 법률적 접근방법을 병행한다. 조사방법은 문헌조사법, 인터넷조사법, 사례 및 판례조사법을 병행하고자 한다. 연구내용에 대한 분석방법은 기술적(記述的) 분석방법을 사용한다. 제1장 서론에서는 연구의 배경과 목적, 연구의 범위와 방법을 밝히고 제2장 간도의 영토화에 대한 일반적 고찰에서는 본 연구의 이론적 토대를 제공하기 위해 간도와 간도문제·영토화의 개념과 방법·영토화의 방향과 구성요소에 대해 고찰하기로 한다. 제3장 간도의 영토화를 위한 실태 분석에서는 먼저, 그 동안 간도에 대한 정부 정책·학계·사회단체의 활동에 대한 실태를 조사·분석하고, 이에 대한 주변국들의 영토관련 분쟁사례를 분석하고, 시사점을 제시한다. 제4장 간도의 영토화를 위한 방향에서는 영토화를 위한 기본방향으로서 목표·방법·내용 등을 기술하고, 이를 토대로 간도의 영토화를 위한 방향을 제시하고자 한다. 마지막으로, 제5장 결론에서는 본 연구의 내용을 요약하고, 이를 토대로 결론을 제시하기로 한다. 이상과 같은 연구방법으로 연구내용을 조사ㆍ분석한 결과 간도의 영토화 모형은 기능별 모형으로서 정부 모형, 학계 모형, 사회단체 모형이 제시되었으며, 단계 별 모형으로는 통일 이전의 사회단체 주도 모형과 통일 이후의 정부 주도 모형이 제시되었다.

The purpose of this study is to propose a model for the reterritorialization of “Gando” and to clarify the fact that “Gando” is a native place of Korea although it is impossible to reclaim the lost “Gando” as of now, and thereby taking it back in the next generation when the demands for its reterritorialization are full filled. To effectively attain the purpose of this research, the timescale has been set up from 1627, the fist establishment of the boundary between “Chosun” and “Chung” dynasties, to the present time (2013); the spatial extent is “Gando” area; the contents are limited to a modeling for the reterritorialization of “Gando” via the theoretical foundation as well as the conventional survey analysis on its actual condition. A historical approach is primarily applied in this research, which is paired with administrative, legal, and ecological approaches. A literature search, an internet survey, examples, and precedents are used as the survey methods. In addition, the descriptive method is utilized to analyze the research contents. First, background and purpose are clearly established, and the research scope, methods, and trends of preceding reports are examined. Second, as a general study on the reterritorialization of “Gando”, its sociocultural issues, concepts/methods, and models/components are considered for establishing the theoretical foundation. Third, as the research on the actual analysis for the reterritorialization of “Gando”, the real conditions for not only government policies but also for activities of the academia and the social groups are studied an analyzed. Then, precedents regarding a conflict between neighboring countries over their common border are investigated and their implications are proposed. Fourth, a purpose, methods, and contents are described as a basic direction for development of the model, by which a prediction modeling for reterritorialization of “Gando” is suggested. Finally, the cardinal points for “Gando” issues are summarized and the conclusion is described. As a result of our investigation based on above research strategies for “Gando” issue, the model for reterritorialization of “Gando” is mainly classified as functional and progressive models: the former is divided by three sub-models of a government, academia, and social groups, and the other is social groups-and government-led models before and after unification of Korea, respectively.
