일본의 지역연계기반의 커뮤니티스쿨의 특징

Characteristics of Communit y-Based Comm unity Schools in Japan

[연구목적] 본 연구는 2000대 이후 일본의 열린 학교 정책의 하나로서 학교-지역 연계를 바탕으로 하여 추진된 커뮤니티 스쿨의 특징을 밝히었다. [연구방법] 이를 위하여 일본의 열린학교 및 커뮤니티 스쿨에 관한 정책자문보고서 및 정책사업보고서, 실천사례집, 관련 문헌연구, 조사연구의 성과 등을 고찰하여 2000년대의 학교-지역연계의 변화와 발전의 성과로서 현재의 커뮤니티스쿨이 가진 특징을 분석하였다. [연구결과] 고찰의 결과 첫째, 일본의 커뮤니티스쿨은 원래 지역과 일체로 존재했던 학교가, 학력사회에서 입시의 통로가 되어 지역과 괴리되어 온 문제를 학교교육지원을 통하여 해결하며 학교를 지역사회로 통합하는 과정에 기반을 두고 있었다. 둘째, 일본의 커뮤니티스쿨정책은 학생들의 일탈이나 부적응, 학교교육의 보완 등 같은 교육문제해결 뿐만 아니라 인구감소에 따른 학교통폐합, 지역소멸 등의 사회변화에 대응하는 가운데 학교지원을 매개로 한 지역부흥의 전략에도 관련되어 있다. [결론] 이와 같은 커뮤니티 스쿨은 학교-지역 연계가 학교교육지원이라는 한정된 기능을 넘어 지역평생교육활성화와 나아가 지역자체의 지속가능성의 과제와 연동되어 광범위한 사회적자본형성과 지역학습의 기회를 마련한다는 시사점을 준다.

[Purpose] This study examined the characteristics of community schools, established based on school-community integration as part of Japan’s open school policy since the 2000s. [Methods] Changes in school-community integration during the 2000s and the characteristics of community schools today were analyzed through a review of policy consultation reports and policy business reports concerning Japan’s open schools and community schools, case studies, related literature, and outcomes of investigative research. [Results] First, Japan’s community schools use educational support to resolve the issue of schools serving as a pathway to university admission in an education-conscious society, and lay the foundation for schools to be integrated into the local community. Second, Japan’s community school policy not only addresses students with difficulty adapting to school and room for improvement in school education, but also offers strategies for a thriving community through school support while responding to social changes such as school mergers resulting from population decrease and community extinction. [Conclusion] Community schools extend the function of school-community integration beyond educational support, and at the same time, promote lifelong education and sustainability of the local community. In doing so, they generate social capital over a broad range and provide valuable opportunities for local community learning.
