For more efficient use of agricultural and livestock farming organic waste as resources, in this study, we prioritized policy objectives based on the survey of experts from diverse areas using the analytic hierarchy process (AHP). The survey results showed that providing policy support should take precedence over other objectives, followed by technology development, establishing the foundation of circulatory agriculture, and expediting industrialization. When it comes to the most important subobjective for each objective, expanding the private-public governance for resourcecirculating agriculture is the policy that tops the priority list; priority should also be given to supporting development of high-efficiency and low-cost energy technology, and thorough examination of local units’ agricultural environment should take precedence over other subobjectives to establish circulatory agriculture.
