산불현장 대응인력 역량강화를 위한 실태조사 연구

A Study of Status Investigation to Reinforce the Capability of Field Responders in Forest Fires

본 연구에서는 빈번하게 발생하는 산불을 대응하기 위한 현장 대응인력의 역량을 강화하기 위해 먼저, 최근 발생한 삼척산불 발생에 대한 사례 조사 및 분석을 실시하고 실제 산불대응을 위해 현장에 근무하고 있는 지방자치단체, 국유림관리소, 지방산림청의 산불담당자를 대상으로 의식조사와 삼척시청 산림부서 및 삼척국유림관리소 산불 담당자를 대상으로 인터뷰 조사를 실시하여 현황, 문제점 및 개선사항을 살펴보았다. 이를 바탕으로 향후 산불현장 대응인력의 역량을 강화하기 위한 방안을 검토하였다. 역량 강화 방안은 지휘자 권한 강화를 위한 법적 개선, 13개 협업기능을 활용한 산불현장 대응체계 및 매뉴얼 개선, 산불현장 대응체계 일원화를 위한 협의체 마련, 야간산불 발생에 따른 매뉴얼, 표준운영절차(SOP), 지침 등 마련, 지휘자급산불 전문교육 이수 의무화, 산불방재 교육 컨텐츠 개발 등이며 이를 제시하였다.

In this study, to reinforce the capability of field responders in frequent forest fires, investigation and analysis of the case of a recent forest fire in Samcheok were carried out first. The current status, problems, and matters requiring improvement were also examined by conducting a survey targeting personnel in charge of forest fires in actual fields in the local government, national forest management offices, and local forest services and an interview survey targeting personnel in charge of forest fires at the forest department of Samcheok City Government and Samcheok National Forest Management Office. On the basis of the findings, further measures to reinforce the capability of field responders in forest fires were examined. The measures included legal improvement to reinforce the authority of the director; improvement of the response system and manual at the site of a forest fire using 13 cooperative functions; preparation of a consultative group to unify the response system at the sites of forest fires; a manual for the occurrence of forest fires at night; preparation of guidelines including a standard operation procedure (SOP), mandatory completion of specialized education regarding forest fires for the director level; and development of educational contents for the prevention of forest fires.
