국책사업 추진에 따른 지역갈등의 구조적 특성에 관한 연구 - 경상북도 동해안 지역을 중심으로-

A Study on the Characteristics of the Structural Changes of Local Conflicts Due to the Initiation of National Project of Nuclear Waste Dump

본 연구는 국책사업인 중ㆍ저준위방사성폐기물 처분장(방폐장)의 유치 이후 계속되고 있는 지역 내부 갈등의 이상적인 관리방향을 제시하는 것을 연구의 목적으로 한다. 이를 위해 갈등관리의 이론적 검토와 함께 방폐장 유치와 관련한 선행연구를 고찰한다. 유치지역지원사업의 사업계획의 수립 및 선정과정을 포함하여 현재까지의 추진현황에 대한 분석을 통하여 문제점을 파악한다. 그리고 방폐장 유치결정 이후 지속되고 있는 갈등의 변화를 구조적 특성을 중심으로 분석한다. 분석결과 유치지역지원사업의 선정과정에서 시민 및 시민단체들의 참여기회가 없었으며, 사업추진 실적부진의 가장 큰 원인으로 사업소 요 재원마련이 이루어지지 못했다는 사실을 발견했다. 방폐장 유치과정에서 나타난 지역간의 갈등이 입지선정 이후는 유치지역 지원사업의 추진과 관련하여 주민들 간의 갈등, 지자체와의 갈등 그리고 지자체와 정부와의 갈등으로 확대되고 있는 것으로 나타났다. 따라서 국책사업 추진에 따른 지역갈등을 효과적으로 관리하기 위해서는 무엇보다도 적정 재원확보가 선행되어야 하며, 지역 내부갈등의 효과적인 관리를 위해서는 지역 내 갈등주체들과 관계전문가들의 자유로운 참여를 보장하는 공개된 협의과정의 상시적 운영이 필요함을 확인하였다.

This study aims to provide a rational management direction for public conflict. To accomplish this research objective this study reviews and exams the previous research regarding to the issue of nuclear waste dump. And authors evaluate the process of making the supporting projects for the invited region from the public perspectives. In addition authors analysis the continuing local conflicts ever since the initiation of national project of nuclear waste dump from the structural view points. The results show that there was no chances for neither citizen nor local NGO(nongovernmental organizations) to participate in the preparation of the supporting projects for the invited region and the main reason of the sluggish progress of the supporting projects was the lack of the budget for the projects. Conflicts between the different regions occurred during the initiation activities of national project of nuclear waste dump have changed since the location of the nuclear waste dump was determined. Based on these findings this study emphasis the importance of securing adequate budget before the beginning of national project to avoid unnecessary local conflicts and operating the open consultation process for both local residents and professional to manage the local conflicts in effect way.
