서울시 정비사업 주택수급 관리의 필요성과 운용 방안

A Study on Need and Operational Schemes for Supply and Demand Control of Seoul Housing Redevelopments

현재 서울시 전역에서 동시다발적으로 진행되고 있는 정비사업은 경기변동 및 부동산경기에 민감하게 반응하는 모습을 보이고 있다. 정비사업의 경기 민감성은 많은 사업구역에서 사업이 일시에 추진되는 요인으로 작용하며, 이는 주택공급량을 초과하는 대규모 멸실을 불러 주변 주택가격이 상승하는 등 주택시장의 혼란을 야기시키고 있다. 따라서 본 연구는 정비사업 심의기준 및 주택수급 관리를 위한 절차 등 전반적인 정비사업 주택수급관리를 위한 운영방안을 제시하여 정비사업이 주택가격 변동을 확대하는 역할을 방지하고자 한다.

It has been observed that currently Seoul s housing redevelopment projects, which have been carried out simultaneously in multiple areas across the city, are sensitive to changes both in the economy of the whole country and real estate industry state, in particular. The sensitivity of housing redevelopments to the economy is attributable to the fact that redevelopment projects have been conducted in multiple areas across the city almost simultaneously, creating a housing surplus and confusion in the housing market, and, thus, sending up the prices of housings in nearby areas. Therebefore, this study aims at preventing housing redevelopment schemes from lifting housing prices by presenting operational schemes for comprehensive housing redevelopment supply- demand controls, such as housing redevelopment approval criteria and housing supplydemand control procedures.
