프로젝트 파이낸싱에 관한 이론적 고찰

A Study on the Theoretical Approach Project Financing

우리나라에서 프로젝트 파이낸싱은 SOC사업 등 대규모 프로젝트에 대한 민자유치를 위해 대형금융기관 중심의 자금조달로부터 시작되었다(강태욱․이현석, 2008)1). 현재는 부동산금융시장의 확대와 함께 상호저축은행, 보험사, 증권사, 캐피탈사에 이르기까지 다양한 금융기관들이 시장에 참여함으로써 영역을 확대하고 있다.2) 또한 자산담보부증권(ABS)과 자산 담보부기업어음(ABCP) 등도 프로젝트 파이낸싱의 수단으로 자리매김하면서 자금조달원은 다양화되고 활용폭도 커지고 있는 상황이다. 프로젝트 파이낸싱에 대한 관심고조 및 사업실적이 증대되는 상황 하에서 본 연구에서는 지금까지 진행되어 온 프로젝트 파이낸싱의 개념을 체계적으로 정리하고, 프로젝트 파이낸싱에 대한 선행연구 내용을 종합적으로 검토함으로써 향후 연구를 위한 기본체계를 형성해 보고자 한다. 프로젝트 파이낸싱이 국내에 도입되어 시행되고 있지만, 프로젝트 파이낸싱의 경제적 효과를 극대화하기 위한 연구는 아직 미흡한 실정이다. 이러한 문제의식 하에서 각종 문헌연구를 통해 프로젝트 파이낸싱의 개념을 명확히 하고, 프로젝트 파이낸싱 연구에서 논의되고 있는 주요이슈의 동향을 체계적으로 정리함으로써 각 연구가 가지는 의의와 한계점을 파악하고, 향후 부동산 개발산업의 발전을 위한 프로젝트 파이낸싱의 역할과 활용방안에 대한 향후 연구과제를 도출하는 것 또한 중요한 연구과제라 평가할 수 있다.

This study aimed to compare and evaluate examples in real estate project financing to draw out problems, and to present a direction for development of real estate project financing in Daegu based on such problems. In order to efficiently achieve these aims, the scope of time in this research was set from 1995 when project financing actively began to the present. The spatial scope was limited to Daegu and the contents were aimed at presentation of a direction for development of project financing in real estate development. As for research methods, economic approach was applied. Descriptive analysis was applied while literature review and internet research were conducted as for research methods. Based on the results, problems with project financing included insufficiency in expert workforce and knowledge, difficulty to obtain financial resources, and poor policies in laws and institutions. As for a direction to develop project financing based on these problems, professional institutions and workforce shall be cultivated while exerting more efforts for more diversified methods to secure financial sources and reorganizing the policies for project financing.
