정보환경의 변화와 국가정보활동에 관한 연구: 국가정보활동 기능과 역할에 대한 퇴직요원의 인식을 중심으로

The Change of Intelligence Conditions and National Intelligence Activity: Focused on the Perception of Retired Civil Servants about Functions and Role of National Intelligence

국가정보활동의 기능과 국가정보기관에 대한 논의는 행정학의 중요한 영역임에도 불구하고 해당 분야의 특수성으로 인해 상대적으로 논의가 부족한 실정이다. 본 연구의 목적은 국가정보원의 퇴직요원을 대상으로 한 설문조사 내용을 바탕으로 정보환경의 변화에 따른 국가정보활동의 기능과 역할에 대한 인식을 탐색하는 데에 있다. 과거에는 국가안보와 국가이익에 대한 공직가치만이 중요하게 여겨졌던 반면, 향후에는 합법성, 민주성, 정당성의 공직가치도 중요성이 높아질 것이라는 결과가 나타났다. 미래 사회에서 보다 강화되어야 할 국가정보활동의 기능으로는 사이버안보, 산업보안, 대테러 순으로 나타났다. 또한 정보환경의 변화에 따라 정보요원의 역할중 정보수집능력과 첨단 과학장비 활용 능력이 강화되어야 하고, 향후에는 첨단 과학장비 활용능력과 컴퓨터 프로그래밍 기술을 보완해야 함을 확인하였다. 마지막으로 본 연구에서는 정보 환경의 변화에 따라 국가정보원이 국민의 신뢰를 제고하기 위해서는 법률적 제도 정비와 더불어 국가정보의 중립성 확보를 위한 노력을 기울여야 함을 시사하고 있다.

Although it is important areas of public administration about the discussion for the functions of national intelligence activity, there is a lack of systematic research in the field of public administration because of distinct characteristics in the field. The purpose of this study is to explore the perception of the functions and roles of national intelligence activity as the change of intelligence conditions, based on the results of the survey. In the past, it was recognized that national security and national benefit are important value among a variety of the public service values. On the other hand, the result show that legality, democracy, and legitimacy also become more important among other public service values. According to the research results, we found that there are cyber security, industrial security, and terrorism as functions of national intelligence activity to be improved were in the future. In addition, we confirmed that the intelligence gathering ability and utilization ability of advanced scientific equipment and computer programming technology should be complemented in the future. Finally, this study suggests that the National Intelligence Service must make efforts to ensure the neutrality of the national intelligence in addition to the development of the legal system in order to raise the public trust.
