최근 경제상황 변화와 고용⋅소득분배 개선을 위한 정책적 대응 방향

Recent Changes in Economic Environment and Policies for Improving Employment and Income Distribution

최근 경제성장의 둔화, 제4차 산업혁명의 진행, 노동시장 양극화 심화, 일과 삶의 균형 사조의 대두 등 대내외 경제환경의 변화들에 대응하여 고용상황과 소득분배의 양극화를 개선하기 위한 노동정책 방향을 모색하고 정책제안들을 제시한다. 첫째, 최근 독일과 일본의 국가적 노력들도 함께 참고하면서 제4차 산업혁명 진전에 대한 대응으로서 산업 현장 내부에서의 작업방식 혁신, 교육 훈련 및 인력관리 유연성 강화 노력들과 이를 지원할 수 있는 정부의 정책방향을 제시한다. 둘째는 워라밸 사조의 적극적 수용, 대⋅중소기업 임금⋅근로조건 격차 축소를 위한 방안들과 지역별 최저임금제도 운영을 제안한다. 셋째, 법, 규칙, 약속 등의 엄정한 준수 생활화 등으로 개인과 집단에서 사회적 신뢰를 축적해나갈 수 있는 방안들을 모색한다.

This study is to explore the direction of labor policies and suggest some desirable policy measures for improving employment and income distribution to tackle recent changes in domestic and international economic environment, such as slowdown of economic growth, proceeds of the Fourth Industrial Revolution, polarization in the labor market, and the cultural trend of work life balance. Firstly, as countermeasures to the fourth industrial revolution, we suggest the innovation of work practices in industrial fields, enforcing job training and the flexibility in manpower management, and the direction of policies to support them, with special reference to the recent national drive efforts of Germany and Japan. Secondly, we also suggest the active accepting of WLB trend, some measures to decrease the differentials of wages and work conditions between large enterprises and small and medium enterprises, and the regional minimum wage system. Thirdly, we explore the measures to accumulate social trust in groups as well as individuals through daily exact observing the laws and the rules, and the agreements, etc..
