기초자치단체의 중장기 보육정책 수립을 위한 요구조사 분석

Analysis of the Requirements for the Establishment of a Medium-to Long-term Childcare Policy for the Basic Local Government: Gwangyang City

본 연구의 목적은 중앙정부 및 광역자치단체의 보육정책 기조와 연계한 기초자치단체의 중장기 보육정책 수립과 지역 주민의 요구를 반영한 프로그램을 설계하기 위한 것이다. ‘아이 양육하기 좋은 도시’를 표방하며 전국 최초로 어린이보육재단을 설립한 광양시를 대상으로 수요자들의 보육정책 만족도와 보육 프로그램 요구도를 분석하였다. 또한, 광양시의 효과적인 보육정책 설계를 위해 유관기관의 보육 관련 프로그램을 조사하여 중복성을 검토한 후, 중장기 보육 프로그램을 제안하였다. 연구 결과, 광양시의 보육정책에 대해 수요자들은 전반적으로 만족하고 있으며, 부모 양육 지원 확대, 보육 서비스 품질 향상에 대한 요구도가 높은 것으로 확인되었다. 이를 통해 여섯 개의 보육 프로그램을 설계하였고, 기초자치단체에서 성공적인 보육정책을 실행하기 위해 필요한 핵심 기능을 싱크탱크 기능, 컨트롤 타워 기능, 메카와 허브 기능, 유관기관과의 네트워크 구축 기능으로 제안하였다.

The purpose of this study is to design a program that reflects the needs of the basic government in establishing a medium-to long-term child care policy. We analyzed the satisfaction of child care policy and the needs of child care program for Gwangyang city, which established the very first child care foundation in the nation, under the slogan The city that is good for raising children . In addition, in order to design the effective child care policy, Gwangyang-City examined the relevant institution s childcare programs to review the redundancy, and proposed a long-term childcare program. Research has confirmed that the demand for the Gwangyang-City child care policy is generally satisfactory and that the need for increased parenting support and improved childcare service quality is high. We have designed six childcare programs and proposed the key functions needed to implement successful childcare policies by the local government as think tank function, control tower function, mecca and hub function, and network construction with relevant organizations.
