This paper is to excavate housing supply problems and recommendable policies with respect to housing price, land price, construction project of rental housing, interest rate, land needed for housing, loan system, tax system, value added of housing construction project, and withdraw problems for existing residents. This paper found that we need a number of rental housing expanding to 25% of the number of general housing and various types of housing size fitting to residents desire. It also found that general housing is needed more than 2 million units during the next five years. This paper, first, suggests that housing prices should be stabilized by the policy of expanding quantity of housing supply, various types of housing, and supplying urban facility buildings compounded with educational buildings. Second, it suggests that to achieve rental housing projects the site for rental housing can be supplied in extra land created by compounded policy in additional urban facility site. Third, interest rate should not be upgraded or be upgraded within 0.5%. Fourth, housing land price should be stabilized by the policy of reasonable collection of profit through land development and paying land cost by small quantity of securities being sold to someone. Fifth, new town development should take place in the center of the city such as Eunpyong and Gilem towns in Kang Buk area, Seoul and new city development should take place in Seoul Metropolitan Area. Sixth, loan to value(LTV) should be reduced and dept to Income(DTI) system should be adopted in the area of buying on margin. Seventh, tax rates in transferring land and possessing land should be reduced. It found further policies about value added of housing construction project and withdraw problems for existing residents.
