The Perception and Practice of Parents and Child Care Staff on the Early Childhood Rights

영유아권리에 대한 부모와 보육교직원의 인식과 실행에 관한 연구

본 연구는 영유아권리에 대한 부모와 보육교직원의 인식 및 실행에 관한 연구로 영유아권리를 기반으로 한 미래교육과 보육환경의 방향을 제시하는데 그 목적이 있다. 연구대상은 전북의 J, G, I 시에 소재한 어린이집과 육아종합지원센터를 이용하는 영유아 부모 총 248명과 같은 소재 어린이 집에 근무하는 교사와 원장 총 262명이었다. 연구도구는 최미희(2012)의 영유아권리 인식에 대한 설문지를 본 연구에 적합하게 수정ㆍ보완하여 사용하였다. 부모와 보육교직원의 영유아권리 인식 및 실행 정도의 차이를 각각 알아보기 위해 평균과 표준편차를 산출하여 대응표본 t-test를 실시하였다. 분석결과, 부모나 보육교직원 모두 영유아권리에 대한 중요성을 인식하고 있었으나 영유아권리의 인식보다 실행 정도가 다소 낮았다. 이는 영유아권리를 실행하기 위한 영유아권리의 개념적 이해와 발달적 특징을 바탕으로 한 재인식이 요구되고 구체적 실행방안이 제시되어야 함을 시사한다. 또한 인식과 실행 정도가 상이함에 따라 영유아권리 실행 정도를 모니터링 할 수 있는 제도적 장치의 마련이 필요하다. 결론적으로 부모나 보육교직원들이 영유아를 대할 때, 고유한 주체로서 영유아를 존중하고, 영유아의 흥미와 소망, 최선의 이익에 대해 스스로 자율적인 의사결정 및 이를 이해할 수 있는 능력을 길러주고 촉진할 수 있는 기회 제공이 필요함을 제언한다.

The purpose of this study was to establish the direction of the childcare environment based on the future education and the early childhood rights by studying the perception and practice of parents and child care staff about early childhood rights. The subjects of this study were a total of 248 parents of infants and toddlers using support center for childcare in Jeonbuk, and 262 teachers and directors working in the same day care center. Corresponding sample t-tests were conducted to verify the difference between the importance and practice of early childhood rights. The findings showed that all parents and childcare staff were aware of the importance of early childhood rights, but the level of practice was somewhat lower than the recognition of early childhood rights. This suggests that a conceptual understanding of early childhood rights for implementing early childhood rights and a new understanding based on developmental features must be made and a concrete implementation plan must be presented. In addition, since the degree of recognition and implementation is different, it is necessary to provide an institutional device capable of monitoring the degree of implementation of early childhood rights. Ultimately, parents and childcare staff should offer infants opportunities to respect them as unique entities and to deepen and promote their own autonomous decisions and understanding of their interests, hopes and best interests.
