Recently government and public offices are making various attempts to expand the residents participation in community affairs, providing them with a variety of information through a web-based platform to induce their desire and participation and pursuing desirable treatment of civil appeals and smooth communication. Corporate websites have been moving in an emotional direction of placing superior value on intuition and image to functionality in order to promote product purchase among consumers. In website design, they also increasingly adopt differentiated advertising strategies with such designs and colors as are based on emotional factors. Those changes are attributed to the recent social changes including lifestyle changes of visitors, increase of the importance of emotional value, the contemporary trend of emphasizing personality, and advancement in information culture. Thus websites should offer a new design technique and portal service culture to satisfy the differentiated strategic communication of visitors who constantly seek out something new. This study set out to examine if a website s color emotion-based coloration effects could effectively appeal to the emotions of visitors by analyzing colors in the websites of government and public offices. Those offices can build a website that reflects the local characteristics and meets the diverse needs of visitors by analyzing coloration images with the colors identified from the main page designs of the websites of government and public offices. In addition, they can maximize message delivery with modern consumer s emotional communication that values intuition and image and further set up a system of establishing effective communication strategies for site visitors from the planning stage of a website. Every emotional element of a website including shape, pattern, material and content can be arranged psychologically and the whole image can be interpreted through the Adjective Image Scale based on coloration images. Thus analysis of a website s emotional coloration can help to catch website visitors emotional trends, which are moving from functions toward emotions.
