국가재해재난관리체계의 당위적 구조

The Normative Structure of the National Disaster Management System

본고는 국가재해재난관리체계의 당위적인 구조를 이론적으로 고찰해보고자 한다. 기존의 국가재해재난 관리체계에 관한 국내 문헌이 대부분 정부조직개편과 관련된 단편적인 입장에 입각해 왔거나, 선진국의 역사적, 사회적, 문화적, 경제적 배경과 토대에 대한 깊은 이해가 결여된 가운데 표피적인 현상과 사실만을 일람하여 단편적인 벤치마킹을 시도했다는 비판에 주목하여, 국가재해재난관리체계의 구축방안의 세부적인 사항에 몰두하기보다는 국가재해재난관리체계가 어떠한 조직과 구조적 속성을 갖추어야 하는가에 대하여 다양한 관련 이론을 종합, 정리하는데 초점을 두고자 한다. 이러한 문제의식 하에서 본고는 우선 정책대상으로서의 재해재난의 특성을 살펴보고, 재해재난의 원인과 관리에 대한 대표적인 이론들을 정리한다. 이러한 이론의 토대 위에서 본고는 국가재해재난관리체계가 구조적으로 통합성, 유기성, 학습성, 협력성을 갖추어야 함을 밝혔다.

This paper discusses the theoretical arguments regarding the structure of the national disaster management system. This paper is motivated by the criticisms that the Korean literature on the national disaster management system treats the issue in the limited context of the structural reform of the government and that in such process it confines itself to the production of very practical solutions based on partial observation on the national disaster management system of advanced countries without proper treatment of the peculiar political, socio-economic, cultural backgrounds of such countries. Therefore, this paper provides thorough theoretical review on the structural characteristics of the national disaster management system, which is pursued on the basis of the constructs of the systematic understanding of the characteristics of disaster itself as a policy subject.
