튀르고와 공공사업 : 행정적 지역화

Turgot and public works : administrative territorialization

이 논문은 리모주 제네랄리테의 지사로 재직하던 당시 튀르고의 행정 활동의 성격을 이해하려는 시도이다. 당시 리모주 제네랄리테는 과도한 세금, 저발전 상태의 농업, 산업의 부재 등으로 인해 프랑스에서 가장 가난한 지방 가운데 하나였다. 튀르고는 세금 감면, 부역의 중단 등 당시로서는 획기적으로 볼 수 있는 정책을 국왕의 승인을 받아 시행했다. 이와 함께 이 지방의 경제 발전을 위한 여러 사업을 추진했고, 공공사업은 가장 특징적인 부분이었다. 국가 수준의 도로 정책이 가속화되고 있던 18세기 후반의 상황에서 튀르고의 공공사업 정책 전반은 국가보다 지방의 이익을 향해 있었고, 지방의 현실이 우선 고려된, 즉 지역화된 것으로 볼 수 있다.

This article aims to understand the character of the administrative action of Turgot, intendant of the généralité of Limoges. In the eighteenth century, this province is one of the poorest province in France, because of the heavy tax burden, the underdevelopment of agriculture, the absence of industry, etc. The intendant therefore executes the all-new policies including the reduction of taille and the suspension of corvée, after having obtained the approval of the King. In addition, he tries to give impetus to the local economy by doing, among other things, the public works which is the most particular among his economic policies. Under the circumstance that the royal administration is attempting to develop the road network on a kingdom scale, Turgot s public works policy tends towards the local interest rather than the general interest, in other words, it could be seen as the administrative territorialization.
