스마트 경찰활동의 주요 사례 분석 및 활성화 방안

The Major Case Analyses and Activating Measures of Smart Policing

스마트 경찰활동 계획(SPI)의 원리를 반영한 경찰기관들은 전략적이고, 과학에 기반하고, 데이터ㆍ정보ㆍ기술에 매우 의존한다. 스마트 경찰활동에 의해서 특정 범죄의 원인들이 명확하게 증명된다면, 경찰은 효과적인 개입을 위해서 스마트 경찰활동에 대한 연구 결과들을 활용할 수 있게 될 것이다. 이 연구의 목적은 2009년에 미국 법무부 사법지원국(BJA)의 지원을 받아서 공식적으로 실시된 스마트 경찰활동의 개념, 원리, 주요 사례들을 소개하고, 한국의 스마트 경찰활동을 활성화할 수 있는 방안들을 제시하는 것이다. 스마트 경찰활동의 주요 요소는 성과 측정 및 연구 파트너십, 협력, 조직 변화의 관리, 전략적 실행대상 설정, 정보와 다른 데이터 및 정보 체계를 더 잘 이해하기 등이다. 특히 스마트 경찰활동은 지역적이고, 과학 및 연구의 역할에 중점을 두고, 다차원적이고, 결과 지향적이고, 혁신을 위해서 노력한다. 이 연구는 Arizona주 Glendale 경찰서 사례, Los Angeles 경찰국의 Newton Division 사례, Texas주 Frisco 경찰서 사례들을 분석한 결과, 한국의 스마트 경찰활동을 활성화하기 위해서 경찰청은 체계적으로 연구하고, 그 연구 결과물들을 축적하고, 정보분석 시스템을 구축ㆍ활용하고, 지방 경찰청-지역대학 간에 파트너십을 구축하고, POP 관련 교육 프로그램을 개발할 필요가 있다.

Police agencies that reflect the spirit of the Smart Policing Initiatives are strategic, based on science and highly dependent on data, intelligence and technology. If the causes of specific crimes are clearly analyzed by smart police practices, the police will be able to use the findings for effective intervention. The purpose of this study is to introduce the concepts, principles and major cases of the smart police practices formally supported by U.S. Bureau of Justice Assistance(BJA) in 2009, and to suggest the measures for activating smart policing practices in South Korea. The main elements of smart police practice are performance measurement and research partnership, outreach and collaboration, management of organizational change, strategic targeting, better use of intelligence and other data and information systems. In particular, smart police practices are local, focused on the role of science and research, multidimensional, result-oriented and striving for innovation. This study analyzed Glendale Police Case in Arizona, Newton Division Case in Los Angeles Police Department, Frisco Police Case in Texas and suggested that police agency should execute systematic research, accumulate the research findings, establish partnerships between local police agencies and local universities, and develop POP related education program for activating smart policing in South Korea.
