Korea is the unique country that has the history of an assistance-recipient country and an assistance-donor country as well, at the same time. This study first defines the theoretical concept of ODA(Official Development Assistance), the ODA policies of the industrialized countries, and the Korean ODA organizations with their roles, and then presents the points of consideration to be made when proceeding the development projects of vocational education and training for developing countries, as a donor country, based on the reports prepared with focus on some cases of the vocational education and training development projects provided by Korea, and the opinions of the project participants. The objective of this study is to provide a guide material that the government and related organizations should refer to, in order to help improve the aid efficiency of the development projects provided to the developing countries by way of ODA in transferring ’Korea’s Framework and the System of Vocational Education and Training’, by enabling that the receiving countries can train and provide high-quality skilled workers to the labour market, thus contribute to countries industrial development and the beneficiaries themselves get the education and training opportunities to be relieved from poverty. This study has been carried out, with a view to rendering useful service for increasing the efficiency level of vocational education and training development projects, which will grow in the of ODA, according to Korea s international status that has changed after having acquired the membership of OECD/DAC.
