본 논문은 가짜뉴스 대응을 위한 미디어교육지원법 입법에 관한 논의를 목적으로 한다. 구체적인 논의 내용은 다음과 같다. 첫째, 가짜뉴스 개념과 미디어 리터러시의 기본요소에 관하여 논의하였다. 구체적으로 법안 입법 논의를 위하여 가짜뉴스 개념의 세 가지 변수를 논의하였으며, 미디어교육과 미디어 리터러시에 관하여 논의하였다. 둘째, 미디어교육 현황을 사회 미디어교육과 학교 미디어교육으로 구분하여 정리하였다. 사회 미디어교육은 현재 미디어교육을 담당하고 있는 공공기관의 미디어교육 현황을 분석하였으며, 학교 미디어교육은 교육과정을 통해 현행 학교 미디어교육 현황을 분석하였다. 이를 통해 미디어교육지원법 관련 입법에 관한 논의의 시사점을 찾고자 하였다. 셋째, 앞선 논의를 바탕으로 법안 입법을 위한 논의거리를 제안하였다. 마지막, 논의의 결론으로 가짜뉴스 대응을 위한 미디어교육 관련 법제의 방향으로 디지털 시민교육법에 대한 관심이 필요함을 강조하였다.
The purpose of this article is to discuss the legislation of media literacy education for coping with fake news. The specific contents of the discussion is as follows. First, this article discussed the concept of fake news and the basic elements of media literacy. Specifically, article discussed three variables of the concept of fake news for legistlation discussion. Second, this article discussed the current situation of media education. Media center and school media education were specifically discussed separately. With this, article tried to find the implications for discussing the legislation related to media literacy. In detail, social media education analyzed the current situation of media education of the public institutions, and school media education analyzed that of today’s schools with curriculum. Third, based on the above discussion, this article presented a discussion point for legislative legislation. The conclusion of discussion emphasized the need for attention to The Digital Civic Education Act in the direction of legislation related to media literacy education for coping with fake news.
