미디어교육법제 현황과 입법 방향

The Status and Improvement Directions on the Media Education Act

인류의 역사와 함께 문자, 신문, 방송, 통신, 인터넷 등 미디어는 지속적으로 발전되었다. 미디어의 발전은 또한 인간의 정신적 물질적 확장으로 이어진다. 단순히 미디어를 해득하고, 분석하고, 비판적으로 수용하던 전통적인 미디어교육에서 창조하는 능력, 타인과의 소통하는 능력이 강조되면서 미디어교육은 단순히 특정 수단이나 도구가 아니라 하나의 문화이며, 사회적 행동 능력이다. 그런데 최근 가짜뉴스, 인터넷중독, 사이버따돌림, 정보문화격차 등 정보화 역기능이 심각한 사회문제로 제기되면서 미디어교육의 중요성과 필요성은 어느 때보다 강조되고 있다. 우리의 미디어교육은 30여년의 역사를 가지고 있으나, 미디어교육에 관한 법제도적 기반은 1996년 「정보화촉진기본법」, 2005년 「문화예술교육지원법」에 있다. 그런데 미디어교육의 법제도적 기반인 현행 법령들은 주로 정보미디어에 초점을 두고 있고, 여러 부처와 공공기관에서 다양하게 추진되다보니 오히려 국가차원에서 이를 총괄하거나 종합적인 성과를 거두는데 한계를 가진다. 현행 법령들의 문제점을 개선하고자 2018년에만 2개의 입법안도 발의된 바 있다. 이글은 우리나라 미디어교육의 현황을 특히 법제도적인 측면에서 살펴보고, 미디어교육법제들의 문제점들과 시사점을 분석하여, 미디어교육법의 법적 성격, 추진체제, 내용적 측면, 공공과 민간의 협력 방안 등 향후 입법내용을 제안하는데 목적을 두었다. 즉, 무엇보다 미디어교육에 대한 현행 추진체계를 정비하고, 학교미디어교육과 사회미디어교육으로 분리하여 공공과 민간의 상호협력 체제를 마련하는 것이 중요하다. 또한, 미디어교육은 단순히 교육적 차원을 넘어서 교육-상담-치료 등이 연계되어야 진정한 교육목적을 달성할 수 있다는 점이 포함되어야 한다.

Along with the history of mankind, media such as letters, newspapers, broadcasting, communications, and the Internet have been continuously developed. The development of the media also leads to the mental and physical expansion of the human being. Media literacy is not simply a means or a tool, but a culture and a social action capability, with the emphasis on the ability to create, analyze, critical thinking. The purpose of media education is to educate media literacy through educational activities on media. In particular, the importance and necessity of media education has been emphasized more than ever before, due to the emergence of fake news, internet addiction, cyber bullying etc. However, current Media Education Acts focus mainly on information media, and various ministries and public institutions are promoted variously, so it is limited at the national level to manage them or to achieve comprehensive results. With this background, in 2018, two legislative initiatives have been proposed. In this paper, I review the current state of media education, analyze the issues and implications of the media education acts and trends, and propose the directions and contents of the legislation for the maximum effect of the media education act. In other words, I mentioned that it is important to improve the management system in government level for media education and to establish a system of mutual cooperation between public and private parts, and to separate into school media education and social media education. Media education act should be included that education-counseling-therapy should be linked beyond education level.
