이 연구에서는 사학의 자유를 중핵으로 하는 사립대학의 자치 실현을 위한 사학규제, 특히 법적인 규제의 완화방안을 탐색하였다. 연구결과로서 개방이사제의 책임이사제로의 전환, 회계규정 개선, 기본재산 활용의 융통성 제고, 수익사업 활성화를 위한 제도 개선, 적립금 운용 제도 개선, 등록금 인상률 상한제 및 등록금심의위원회제의 개선, 규제방식의 전면적인 전환 등을 제시하였다. 아울러 현행 사립학교법에 규정되어 있는 대학평의원회가 고등교육법에 새로 규정되어 2018년 시행을 앞두고 있는데 이에 대한 개정방안도 함께 제시하였다.
This study explored the freedom of private university and the deregulation of private schools for the realization of autonomy of private universities. As a result of the research, we suggested to change from the open director system to the responsible director, to improve the accounting regulation, to increase the flexibility of basic property utilization, to improve the system to revitalize the profitable business, to improve the reserve management system, to improve the regulation of tuition increase rate and the committee of tuition review. In addition, we argued the university councils are newly defined to be suited to the private university.
