Status & Challenges of Part-Time Instructors Act

시간강사는 고학력 소유자임에도 불구하고 보따리장수 등으로 자책하며 고용불안과 열악한 처우에 시달리고 있다. 이러한 시간강사의 처우를 개선하기 위해 사회 각계각층의 화합과 통합 증진을 위한 정책을 사업을 효과적으로 추진하기 위하여 설립한 대통령 직속 기관인 사회통합위원회에서 대학시간강사제도개선방안을 제시하였고, 국회는 시간 강사에게 교원으로서의 법적지위를 부여하고, 강사의 임용기간을 1년 이상으로 하는 등의 고등교육법의 개정안을 통과시켰다. 하지만 이 개정안은 시간강사의 처우개선과 고용안정이라는 입법취지와는 달리, 시간강사의 강의기회 축소와 대량해고 등의 많은 문제점으로 인하여, 지금까지 3번에 걸쳐 유예되었다. 본 연구는 시간강사의 문제점을 해결하기 위한 방안으로 많은 문제점을 발생시키는 기존 개정된 고등교육법을 폐지하고, 시간강사문제를 해결하기 위한 현실적인 정책을 제시하였으며, 나아가 시간강사 처우 개선을 위한 특별법(안)의 제정을 제안하고 있다.

Most of part-time instructors are suffering from unstable employment and inferior work conditions while they reproach themselves as if they were peddlers despite their high educational background. The Presidential Committee on Social Cohesion that is a presidential agency which was established for effectively promoting the policies and projects in order to improve the harmony and integration of every and each class of the society suggested an improvement proposal for university part-time instructors system in order to improve the working conditions of such part-time instructors. The National Assembly passed an amended version of Higher Education Act containing some provisions for endowing part-time instructors the legal position as a faculty and extending the appointment period of an instructor to be longer than one year, etc. However, the enforcement of such an amended version has been postponed 3times until now due to many problems, such as the reduction of instruction opportunities and mass layoff of part-time instructors unlike the intention of the legislature aiming at the improvement of working conditions and the stable employment of part-time instructors. Therefore, in this study, as one of the methods for solving the problems of part-time instructors, a realistic policy are suggested for abolishing the existing revised Higher Education Act generating many problems and for solving the problems faced by part-time instructors. Furthermore, it was suggested to enact a special Act (Bill) for improving the working conditions of part-time instructors.
