본 연구의 목적은 연구의 진실성 확보 차원에서 이루어지는 연구부정행위의 검증에 대해 검증의 시효를 어떻게 두고 있는지를 정부의 규정과 국내 150개 대학의 규정을 통해 살펴보고, 검증 시효에 있어 어떤 점이 문제이며 그 문제에 대해 어떻게 대응해야 하는지를 논구하는 데에 있다. 검토의 결과, 검증 시효 문제에 관한 정부의 규정이나 대학의 규정에 일관성과 적정성이 부족하고 기관에 따라 제각각인 상태로 드러났다. 그리고 정부의 규정에서든 대학의 규정에서든 연구 진실성의 확보와 기왕에 형성된 대학 사회 질서의 안정적 유지라는 두 가치를 시효 문제를 통해 어떻게 조화시킬 것인지에 대한 통찰이 발견되지 않았다. 이러한 문제의식에 따라 본 연구에서는, 규정의 제정과 운용에 관한 각 기관의 자율권을 존중하더라도 시효 문제에 관한 정부와 대학 사회의 협의와 규정 정비가 필요하다는 인식에서 ‘부정행위의 유형과 문책의 종류에 따른 검증 시효 설정’을 제안하였다.
This study aims to review the regulations of Korean government and 150 universities concerning inspective prescription of research integrity, and to discover countermeasures against some problems of the regulations. The regulations about inspective prescription have revealed the problem of inconsistency and inappropriateness. Those regulations also have not showed any balancing efforts between the two values of research integrity and maintaining university order. From the awareness of these problems, this study proposes that the prescription period must be designed according to the types of research misconduct and to the kinds of responsibility for the misconduct. This proposal reflects the idea that existing regulations should be improved and aligned in such a way to meet realistic needs of researcher society despite considering autonomy of each institution including universities.
