인성교육진흥법의 내용과 쟁점 논의

Discussions with the issue of character education Promotion

많은 기대와 논란 속에 인성교육진흥법이 시행되었다. 하지만 미래사회가 요구하는 인성 역량을 키운다는 취지로 시행된 인성교육진흥법이지만 그 목적을 달성하기 위해서는 몇 가지 쟁점에 대한 논의가 필요하다. 본 연구는 인성 역량을 강화하기 위한 『인성교육진흥법』의 쟁점을 분석하는 것이다. 쟁점은 인성교육의 핵심가치, 인성교육의 기준과 방법, 예산편성, 인성교육진흥위원회 설치, 평가 등이다. 그 결과 첫째, 교육권을 보장하기 위하여 인성교육은 모든 학생을 대상으로 실시하여야 한다. 둘째, 인성교육은 교육과정의 일환으로 운영되어야 한다. 셋째, 교육의 기회 균등을 보장하기 위하여 국가 및 지자체는 농어촌 및 도서벽지 지역에 인성교육을 위한 교육환경을 구축해야 한다. 넷째, 교육권의 실현을 위해 교육주체들의 다양한 참여와 소통창구를 마련해야 한다는 점을 제시하였다.

The Character Education Promotion Act was implemented in the much anticipated and controversial. But the future society needs to raise the capacity toughness Education Promotion is conducted in the spirit but need a discussion on some of the issues in order to achieve that objective. The purpose of this study is to analyze the training legal issues to enhance the toughness capability. The issues are the core values of character education, character education standards and methods, budgeting, character education promotion committee, evaluation, etc. The result first, to ensure the right to education of students toughness training shall be conducted for all students. Second, character education is based on the principle of free compulsory education shall be operated as part of the curriculum. Third, in order to ensure equal educational opportunities state and local governments should establish a learning environment for character education in rural areas and islands wallpaper. Fourth, it should provide a variety of educational participation and communication counter subject to the realization of the right to education.
