An Analysis of Swedish History Curriculum for Civic Education

이 글은 시민교육을 위한 역사교육의 여러 논의가 진행 중인 상황에서 시민교육을 강조하는 스웨덴의 역사교육과정의 특징을 분석하여 시사점을 찾아보고자 하였다. 시민 양성은 스웨덴 교육이 추구하는 중요한 가치 중의 하나이며 시대와 정권에 따라 달라지긴 하지만 스웨덴 교육의 중요한 목표이다. 이런 민주주의 가치가 지리, 역사, 공민을 포함한 사회과에 도 작동하였고 역사교육과정에도 영향을 미쳤다. 먼저 역사 탐구 방법을 강조하여 ‘역사를 이용하는 방법과 역사적 개념’ 단원이 설정되었고 그 외 단원에도 사료의 종류와 사료 비판, 역사적 관점과 해석, 변화와 연속성 등을 내용요소로 제시하였다. 전근대영역에서는 여성과 남성, 아동의 생활이 어떠했는지를 당시 사료를 통해 알 수 있도록 구성하였다면 현대로 오면서 소수민족, 전쟁의 피해자 등을 서술내용의 주체로 제시 하였다. 학년군이 올라갈 때마다 선사시대부터 현대까지 역사 속에서 접촉과 교류, 타 문화와 만남을 주제로 하여 대상국을 넓혀가는 내용 조직은 크게 보면 이주, 무역과 같은 경제 교류, 북유럽 국가와의 협력 등 다양한 문화와의 교류나 접촉 등을 주제로 구성되었다고 할 수 있다. 그러나 전쟁을 다루면서 전쟁의 전개과정이나 이로 인한 이동만을 다루지 않고 전쟁으로 인한 대량학살, 강제 수용소, 억압당한 이들의 이야기 등을 담아내고 있어 교류사가 지니는 한계점을 극복하는 한편, 민주주의의 방향이 사회적 소수자, 전쟁의 희생자 등에게 향해 있음을 분명하게 밝히고 있다.

This article analyzes the characteristics of Swedish history curriculum emphasizing civic education. Citizenship is one of the important values that Swedish education seeks. This value of democracy has worked in social studies and it has also influenced the history education. Swedish history curriculum emphasized the historical inquiry. The section on ‘How to use history and historical concept’ was set up and the kinds of historical material, criticism of the historical material, historical perspective and interpretation were suggested. The contents organization of the Swedish history curriculum is based on the chronology and is centered on the exchange history. Each era mainly deals with themes such as cultural contacts and exchanges. While addressing exchanges, children, women, and ethnic minorities are the subjects of narrative. For example, the Swedish history curriculum deals with the process of war and its migration and the people who suffered from the war, the genocide are handled together.
