The purpose of this study is to solve various problems raised in the cruise industry in the North East Asia, East-Sea rim region. NEA Cruise (tentative name) as a Northeast Asia Cruise Economic Community for the purpose of generating cruise demand in the region through the operation of a circle cruise, joint development of a port of call sightseeing program, terminal development, and sharing management information. The role of the public sector should establish a cooperative base between the countries at the central government level, and the local government should establish a cooperation system with the circles cruise operators and the cruise port authorities. The role of the private sector should be to build a foundation for the development of the domestic cruise industry by investing in cruise ships and developing cruise tourism products from a long-term perspective. North and South Korea, Japan, Russia and China are struggling with various issues such as North Korea nuclear issue, territorial dispute, and historical awareness. If we form an economic community and demonstrate synergy effects through the cruise industry, it will be a success model that overcame the limit factors that impede regional cooperation and success model of cross-border cooperation projects.
