시민청소년관점에 비추어 본 다문화가족지원법의 한계 및 발전방향

A Study on the Limitations of the Multicultural Family Support Law and future directions in Civic-Youth perspective

본 연구는 다문화자녀가 증가되고 있는 현 시점에서 다문화가족을 정책적으로 가장잘 지원해줄 수 있는 다문화가족지원법을 시민청소년관점에서 분석해봄으로써 다문화가족지원법의 한계를 지적하고 발전방향을 모색한 연구이다. 시민청소년관점에서 다문화청소년을 어떻게 바라보고 이해할 것인지 분석틀인 지평 모형에 적용해보면 시민됨(becoming)으로서의 소극적 청소년관을 중시하고 책임보다는 권리를 보장해주는 관점으로 분석해볼 수 있다. 시민청소년관점에서의 세 가지 분석틀 즉 청소년참여와 시민성학습 차원, 비형식적 학습의 활용, 통합적 청소년정책 지향 수준에 따른 법률내용을 분석해보면 현재 이 법률에 근거하여 정부부처에서 실시하는 정책 및 서비스가 다문화 청소년의 참여와 시민성 학습을 지향하고 있다고 판단하기 어려운 것으로 분석되었다. 본연구는 효과적인 다문화 청소년정책을 수립 및 수행하는데 있어 기초자료를 제공하였다는 측면에서 연구의 의의를 지닐 것이다.

This research is moving toward a multicultural society, the children of multicultural families in Korea, and that this policy the best by doing things Multicultural Family Support Act to analyze the limitations of the current Act and the development of multicultural families sought direction is the study. Citizens in terms of youth and how youth look at multicultural understanding, whether applied to the model that corresponds to the horizon look becoming as a negative emphasis on youth and responsible management that guarantees the right point of view than can be analyzed. In addition, three kinds of citizens from the perspective of youth participation and youth citizenship learning dimension that framework, the use of informal learning, according to the level of an integrated youth policy-oriented law to analyze the contents of this law based on the current conducted by the Policy and ministries multicultural service learning, citizenship and participation of youth-oriented and would be difficult to determine that were analyzed. This study establishes an effective multicultural youth policies and provide basic data in performing the study`s significance.
