우리나라 교육행정체제는 교육과학기술부, 시도교육청, 지역교육지원청, 단위학교로 이어지는 다층적 구조를 가진다. 각각의 교육행정기관은 자신의 조직목적 달성을 위한 다양한 노력을 기울이게 된다. 교육행정기관이 소기의 목적과 목표 달성을 위해 어떠한 성과와 실적을 가져왔는지에 관한 평가를 실시하게 된다. 교육행정기관에 대한 평가는 시도교육청평가, 지역교육청평가, 학교평가, 학교단위성과급평가 등이 있다. 시도교육청평가는 시도교육청의 책무성 강화와 지방교육 지방교육자치제의 실효성 확보차원에서 1996년부터 시작되었다. 지역교육지원청평가는 1997년부터, 학교평가는 1996년부터 본격화되었다. 이러한 교육행정기관평가는 학교현장과 교원에게 크고 작은 영향을 미치고 있다. 초·중등학교 평가시스템의 운영 현상과 문제점은 무엇이고, 법적 쟁점과 개선방향은 어떠해야 하는 지를 탐색하였다.
In Korea, there are structured the multi hierarchical nature of educational administrative bodies ranking from Ministry of Education, Science, and Technology, Local education Offices, and District education offices. The educational administrative bodies variously endeavor to attain its object of their organization. The educational administrative bodies was evaluated for its object and goals. The evaluation of educational administrative bodies are the evaluation of local education offices, the evaluation of district education offices, the evaluation of school, the evaluation of school-based performance, ets. The evaluation of local education offices has introduced reinforcement on an educational administrative policy of autonomy and accountability since 1996. The evaluation of district education offices has introduced since 1997, The evaluation of school has introduced since 1996. The evaluation of educational administrative bodies affect great and small school and teacher. The purpose of this study is to present the study for the legal and actual state of school evaluation system for the elementary and secondary school in Korea. In order to achieve this objective, this study analyzed the current states and the legal of school evaluation for educational administrative bodies and issues that those evaluation systems faced.
