고교학점제 학생 선택형 교육과정 편성 과정에 나타난 쟁점과 과제

Issues and Tasks of Student’s Selective Curriculum in High School Credit System Policy

본 연구는 고교학점제를 운영하는 학교들이 학생 선택형 교육과정 편성 과정을 운영하는 과정에서 발생하는 쟁점과 과제를 고교학점제 연구ㆍ선도학교 자료 분석및 현장 교원들과의 심층 면담을 통해 살펴보는 데 있다. 이를 위해서 먼저, 연구ㆍ 선도학교를 대상으로 학교 조사지를 작성하여 각 단위학교에서 학생 선택형 교육과 정의 편성 과정의 특징을 파악하고자 하였다. 아울러 고교학점제 적용시 선택과목 확대 과정에서 나타나는 교원 관련 쟁점 및 과제를 파악하기 위해서 선택중심 교육 과정을 운영하는 8개 고등학교 교원 8명을 대상으로 초점집단면담(focus group interview)을 실시하였다. 연구결과, 상당수 학교들은 학생수요조사 및 수강신청시스 템을 도입함으로써 종래 교사중심 교육과정을 개선하고자 노력하고 있었으나 학생 들의 선택이 ‘의미있는 선택’이 되기 위해 전제되어야 할 진로지도 및 학생ㆍ학부모의 공감대 형성 등은 부족한 것으로 나타났다. 그동안 많은 노력에도 불구하고 학교 중심교육과정 운영 관행을 학생중심으로 근본적으로 전환하기에는 여전히 한계가 있었고, 앞으로 교원수급 원활화를 위한 자격 제도개선, 수업시수 배분 및, 교사간 업무 형평성 확보, 교사전문성 강화, 교원인사시스템 등 개선이 시급한 것으로 파악 되었다. 이상의 연구결과를 바탕으로 몇 가지 정책적 제언을 하였다.

The purpose of this study is to analyze the process of organization of selective curriculum in high schools which has already implemented this policy and to examine the significant issues and tasks in this procedures. To achieve this purpose, firstly this study explored the major features of organizing processes of selective curriculum in 61 high schools implementing high school credit system policy by analyzing data collected from those schools. Secondly, this study examined the main issues and challenges in the process of expanding the scopes of selective subjects to cope with students’ choice, especially in terms of teachers’ tasks, by using focus group interviews with 8 teachers in 8 different high schools. The results are as follows: Many schools have been trying to improve the teacher-centered curriculum by introducing the student demand survey and enrollment application system. However, career guidance and student/parent consensus formation, which make students’ choice meaningful, are not enough. In spite of much efforts, there have been limitations in fundamentally changing school-based curriculum management practices to student-oriented ones. In the future, improvement of the qualifications system for facilitating the supply of teachers, distribution of the number of class hours, securing equality between teachers, and the personnel system for teachers. Based on the above results, some policy suggestions were made.
