지방자치단체 교육경비보조의 전략적 확보 방안

A Study on the Improvement of Local Government Educational Grant-In-Aid Programs

최근 각 지방자치단체는 지역교육의 중요성을 인식하고, 교육경비지원조례 제정을 통해 교육도시를 만들고자 하는 의지를 보여주고 있다. 이 연구는 지방자치단체의 교육경비 지원의 실증적 분석을 통하여 지방자치단체의 교육경비보조 활성화를 유도하고 법령 개정 등 전략적 방향을 제시하고자 하였다. 분석 결과 현행 기초자치단체 교육지원의 문제점으로는 1) 자치단체의 재정 형편에 따라 지역 간 교육 여건의 차이가 심화된다는 점, 2) 자치단체 교육경비 보조금의 상당 부분이 임의적인 목적에 지출된다는 점, 3) 조세가 특정 목적에 제한적으로 사용되고 있다는 점, 4) 교육경비보조금의 단위학교 운영에 자율성이 부족하다는 점 등을 들 수 있다. 이러한 문제점을 해결하기 위해 1) 교육경비보조금 재원과 사용처를 보다 구체적으로 명시할 근거규정 신설, 2) 지역간 형평성 조절 장치 마련, 3) 지방교육세 재원 활용에 관한 인센티브 부여, 4) 지역교육청의 행정력 강화 등이 제시되었다.

Since 1996 as much more local governments have increased their investments on education, local education finance may be the one of the most important factors that cause considerable educational gaps among regions. Therefore, this study examines the current status of the local education finance, finds problems, and suggests several solutions. This study finds following problems by analyzing the trends of local government spending on education. First, rich local governments spend much more money for education than poor local governments. Second, the amount of local education finance fluctuates. Third, several local governments often use their education finance for discretionary purposes. In order to solve these problems, this study suggests that policies for reducing grant-in-aid program gaps among regions should be established. Second, local governments should clarify the amount and the use of their funds in their regulations. Lastly, Educational Autonomy System should be developed for local government or residents to deal with their own education problems.
