대학의 학습윤리 관련 규정 및 교육 개선 방안

이 논문은 학습윤리에 관한 의식이 희박하여 학습부정 관행이 팽배해 있는 대학 현실에 대한 문제 인식에서 출발하였고, 학습윤리 관련 규정 실태를 학칙 및 내규 중심으로 분석하고 학습윤리 교육 프로그램에 대한 사례를 검토함으로써 학습윤리 규정 및 교육에 관한 개선 방안을 제시하는 데 목적이 있다. 연구의 주요 내용은 학습윤리 관련 규정의 제정 배경 및 내용, 주요 대학의 학습윤리 관련 학칙 및 내규의 분석, ‘학습윤리 가이드북’ ‘명예제도’ ‘사도교육’ 등의 사례 등이다. 결론으로 첫째, 학습윤리는 교육기본법 개정을 통해 반영되었으나 구체적 입법과 시책, 국내 연구가 미진하다는 점, 학칙상의 교육목표, 출석, 시험 부정행위, 성적관리 규정과 프로그램 역사 개정 입법 취지를 충분히 반영하지 못하다는 점, 그리고 이를 개선하기 위한 고등교육법 및 학칙의 개정과 교육 프로그램 마련 등을 제안하였다.

Recent studies have shown that a steadily growing number of students cheat in university. The purpose of this study is to suggest the tasks in the legislation of the academic integrity and its education program through the analyzing of the regulations and some movement cases. In America, the first student-policed honor system was instituted in 1779 at The College of William & Mary. Many of the universities have begun trying to fight cheating or plagiarism by educating both faculty members and students on academic integrity. For example, `Handong Honor Code`, `Academic Integrity Guidebook`, and `residential colleges`. By the amendment of the Fundamental Law of Education(2005.11.8), The Academic Integrity has been legislated in its Article 12,14.17. According to this law, Students should have a Academic Integrity, Teachers have to guide academic integrity to students, and The State and Local Government should formulate and practice the policy related with academic integrity in the study, research, and test. The chapter II described the backgrounds and significance of the legislation of the academic integrity at the Fundamental Law of Education. At the chapter Ⅲ, I analyzed the 20 university regulations (contains the teachers college) and four cases of education program to promote the academic integrity. The countermeasures of university are not sufficient for crisis of academic integrity. As a conclusion, This article suggested the some tasks about the establishment of strong academic integrity. First of all, Strengthening the punishment about c1isobedience to academic integrity rules, and promoting the voluntary ethical movement among students is indispensable. Because, the problem of academic integrity comes from the immoral values as well as the unpractical regulation.
