유럽연합은 경제·통화의 통합 추진, 외교안전보장, 역내치안과 내무사법 등에서 협력하는 등 통합을 향해서 계속적으로 노력해 오고 있다. 유럽통합은 경제적 측면, 더 나아가서는 정치적 측면에서의 통합을 목적으로 하지만, 유럽의 모든 나라의 수렴 또는 하나의 단일한 국가를 목표로 하는 것은 아니다. 즉 유럽통합은 각국의 역사, 문화, 전통을 존중하는 등 다문화·다언어의 유럽의 실현을 지향하고 있다. 이러한 목표의 실현 여부는 단순히 정치·경제적인 문제뿐 아니라, 보다 다양한 민족적·언어적·종교적·문화적인 문제를 정확하게 파악하고 이해하는 데에 달려 있다. 이러한 의미에서 교육은 유럽연합의 장차의 발전을 좌우하는 중요한 요소 중의 하나라고 할 수 있다. 이러한 인식하에서 유럽연합은 공동체 차원의 다양한 교육관련 법제와 정책을 만들어 가고 있고, 공동체와 회원국 사이, 회원국들 사이에서의 교육과 관련한 다양한 형태의 협력을 장려하고 있다. 이 논문은 이러한 유럽연합의 다양한 교육관련 법제와 정책의 발전을 마스트리히트조약 발효 전과 후로 나누어서 살펴보고 유럽연합 교육법제의 최신 동향을 유럽연합의 평생교육법제(평생학습에 관한 프로그램)를 중심으로 살펴보았다.
The European Union has continuously strived for integration by promoting a single monetary unit as well as cooperation between foreign and internal public security, justice and home affairs. Although European integration has an economic and political purpose, it does not mean convergence of all European countries into a unitary state. It is to attain a multicultural and a multilingual Europe respecting each country`s history, culture and tradition. To attain this goal, awareness is needed not only about political and economic issues, but also a thorough understanding and grasp of ethnic, linguistic, religious, and cultural issues. In this respect, education is one of the major factors that has great influence on the European Union`s development in the future. With this concept as a basis, the EU has been working on various legislation and policies related to education as a community. It encourages cooperation in this area between member nations as well as with the community as a whole. This article analyze various legislation and policies related to education of the European Union. This article also analyze the new educational program of the European Union.
