대학발전기금의 운영상 및 법적 문제점

최근 저출산으로 인한 대학입학정원의 감소는 전적으로 대학의 재원을 학생등록금에 의존하고 있는 우리나라 대학으로서는 감내하기 힘든 지경이다. 대학의 재정적 위기를 타개하기 위하여 각 대학마다 모금하고 있는 발전기금은 그 법적 근거도 없고, 세제상의 지원도 미미한 실정이다. 고등교육법에 대학발전기금에 대한 근거를 명시하여야 하고, 기부금품의 모집 및 사용에 관한 법률과 법인세법, 소득세법 등 관련세법을 개정하여 대학발전기금의 모금에 대하여 적극적으로 지원하여야 한다. 정부는 자신이 부담하여야 할 국민에 대한 교육의무를 분담하고 있는 사립대학에 대하여 직접적인 재정지원 뿐 아니라 간접적인 형태로 재정지원을 해주는 노력을 보여야 한다

Nowadays Korean universities are distressed by the structural reform in the rapid social change. Specially private universities have many difficulties, that is decrease of students, increase of personnel expenses, increase of maintenance cost etc. One of the countermeasures to cope with financial crisis of the universities is fundraising. But there are no ground prescriptions of the university fundraising. And there are a few stipulations of the tax law to support fundraising. I think that it needs to amend the provisions of the tax law to revitalize fundraising. Futhermore to legislate the basis regulations of the university fundraising.
