한국 선거여론조사의 신뢰성 향상을 위한 제도적 방안

An Institutional System to Improve the Credibility of Korean Opinion Polls

본 논문은 여론조사 공천이 정치현실에 정착되고 있는 현시점에서 무엇보다 중요한 것은 여론조사의 질적 향상을 도모하기 위한 법제도의 정착이라고 주장한다. 따라서 2014년 설치된 한국 선거여론조사공정심의위원회의 보다 효과적인 운용을 위해 프랑스 여론조사위원회(Commission des sondages)와 비교 연구하였다. 양국 위원회의 설립목적, 위원구성, 운영방식, 사회적 영향과 제도적 성과, 그리고 한계를 상호 비교·분석하고 시사점을 도출했다. 그 결과, 한국 선거여론조사공정심의위원회가 더욱 공신력 있는 기관으로 정착하기 위해서는 첫째, 명확한 규칙의 제정, 둘째, 중립적이고 공신력 있는 위원회의 구성과 역할 규정, 셋째, 여론조사의 법적 개념정립과 여론조사위원회의 독립성 보장 등이 필요함을 확인할 수 있다.

The perspective of this study focuses on the poll-based nomination system, and reviewing the implementation of specific legislation that would enhance the quality of public opinion polls, where poll-based nomination is a prominent political reality in Korea. To ascertain a way to promote efficient operation of polls by the relevant committee, a comparative analysis was conducted between the French Polling Committee and the Korean Deliberation Commission for Fair National Election Polls (the Committee). In particular, we reviewed both institutions’ purposes, committee compositions, operation methods, social impact and results achieved by the two countries committees. From the results of this research, it is necessary to establish clear operational rules, form a neutral committee and defined roles in the committee; and most of all, affirm the legal concept of opinion polls alongside the independence of the Committee to be established and functioned as a credible institution.
